Purchasing Branch Manager

Commonwealth of Kentucky is seeking an experienced Purchasing Branch Manager to join the Cabinet for Health and Family Services. This role involves leading a team of procurement professionals to ensure effective procurement processes and compliance while supporting the mission of enhancing the health and well-being of Kentuckians.

Responsibilities

Lead and manage the IT/RFP Branch, overseeing procurement of Information Technology for the cabinet
Supervise 7 buyers, providing guidance, support, and professional development opportunities
Ensure the effective and compliant execution of procurement processes, including contract management, vendor relations, and budgeting
Collaborate with Cabinet agencies to assess procurement needs and develop strategies that align with organizational priorities
Monitor performance, review processes, and implement improvements to ensure efficient and cost-effective procurement practices
Maintain up-to-date knowledge of relevant laws, policies, and procedures, ensuring compliance at all times
Foster a positive and productive work environment that promotes teamwork and excellence
Monitor agency procurement patterns and investigates inconsistencies and/or issues
Assist in the design, develop, coordination, and implementation of training, processes, and policy/procedures

Required

In-depth knowledge of procurement laws and contract management principles
Experience developing RFP and negotiating contracts
Strong leadership and communication skills, with a proven ability to manage teams and collaborate with internal and external stakeholders
Excellent problem-solving abilities and attention to detail
Excellent verbal and written communication skills
Impeccable ethical standards
Excellent organizational skills
Ability to manage complex tasks and projects
Graduate of a college or university with a bachelor's degree
Six years of purchasing experience

Preferred

Advanced public procurement experience, especially in Information Technology
CPPO, CPPB, NIGP-CPP, and or NGMA certification
Experience utilizing report applications and Excel
Prior management experience
