Project Manager (IT / Data / GIS) - $80,000 - $100,000 Annually DOE
ELM Utility Services is seeking a Project Manager to drive execution across customer-facing and internal IT initiatives. This role involves managing communication, roadmaps, budgets, and timelines while coordinating between customers, internal stakeholders, and technical teams.

Responsibilities
Own customer communication for assigned projects: kickoff coordination, status updates, action items, and follow-ups
Translate customer needs into clear requirements, success criteria, and deliverables
Run structured meetings (agenda, notes, decisions, risks, next steps) and drive accountability
Manage project plans, milestones, dependencies, and schedules across multiple workstreams
Write high-quality tickets/user stories (acceptance criteria, scope boundaries, definitions of done) and maintain a healthy backlog
Coordinate cross-functional teams (IT, data, GIS, operations, vendors) to remove blockers and keep work flowing
Build and maintain project roadmaps and quarterly plans; ensure alignment to business outcomes
Provide regular portfolio reporting (status, KPI progress, burn-up/burn-down where applicable)
Track deliverables and ensure documentation and handoffs are completed
Track project budgets, forecast spend, and support approvals/purchase requests
Coordinate vendor engagements (SOW support, scheduling, deliverables tracking)
Help manage renewals, licensing, and project-related procurement as needed
Improve repeatability: templates, playbooks, meeting rhythms, stakeholder updates, and reporting standards
Support change management: release notes, training coordination, rollout plans, and stakeholder comms
Qualification
Required
2–5+ years of project management, program coordination, customer success/implementation, or related experience
Experience working with technical teams (IT, software, data, GIS, or infrastructure) and translating between business and technical stakeholders
Strong written communication (clear tickets, status updates, meeting notes, customer-facing summaries)
Excellent organization and follow-through; comfortable juggling multiple concurrent projects
Ability to ask good questions, surface ambiguity, and turn it into a plan
Calm under pressure; able to prioritize, escalate, and de-risk work
Professional customer presence and ability to manage expectations
Familiarity with Agile/Scrum, Kanban, or hybrid delivery models
Experience with Azure DevOps, Jira, or similar ticketing/road mapping tools
Basic understanding of IT service management, change control, and release coordination
Preferred
Comfort with SQL/Power BI/SSRS concepts, GIS/ArcGIS terminology, or analytics workflows (not required, but helpful)
