Administrative Manager
City of Miami Beach is seeking an Administrative Manager responsible for the development, instruction, research, planning, implementation, oversight, and monitoring of various budgetary and financial programs. The role involves consulting with division heads, coordinating capital and operating plans, and managing the Transportation Department’s Capital and Operating Plan.

Responsibilities
Assist the Department Director in Executing the Departmental mission statements
Assists in preparing, reviewing, and monitoring the Departmental capital and operating budget and quarterly expenditure reports
Assist in preparing quarterly and annual certification reports for the Citizens’ Independent Transportation Trust (CITT) and coordinates with Budget and Finance Departments on CITT audits
Works with the Budget Department to ensure transportation projects and initiatives are appropriately funded and coordinates budget amendments as needed
Monitors and tracks the implementation of the City’s Adopted Transportation Master Plan, including coordinating with other departments’ master plans and programs, such as the City’s Resiliency Program and Neighborhood/Right-of-Way Improvement Projects, to ensure proper timing, funding levels, and implementation of transportation projects
Assists staff with grant preparation, invoicing, reporting, and auditing
Works with the Planning Department on the implementation and oversight of the Mobility Fee Program to replace the Concurrency Mitigation Program
Assists in the monitoring and auditing of Active Strategy for the department, in order to ensure the integrity of the data entered in the database - the incumbent will work with the various department divisions to ensure that the information submitted is accurate and timely
Assists the Director with management and oversight of the new program budgeting, including preparing reports as needed. Amends and creates ordinances as needed
Assists the department in meeting the established DPIs and the Citywide Key Intended Outcomes (KIOs)
Conducts analysis and prepares detailed reports outlining findings and trends in various technical areas specific to each discipline
Monitors compliance with contracts
Prepares correspondence
Reviews and proposes changes to policies and procedures
Assists department director with internal (employee) focus groups to acquire feedback from frontline employees and supervisors
Provides project management and oversight on departmental technology initiatives
Establishes and maintains various databases, as necessary
Ability to establish and maintain effective working relationships with elected officials, coworkers, the press the general public, and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, gender identity, or sexual orientation
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all City ethics and conflicts of interest policies. Strong understanding of ethical behavior is required
Ability to maintain regular and punctual attendance
Ability to report to work as directed during an emergency as an essential employee of the City of Miami Beach
Performs related work as required
Qualification
Required
Graduation from an accredited college or university with a Bachelor's Degree in Economics, Finance, Public or Business Administration, or closely related field
Three (3) years of progressively responsible full-time experience in budget and financial planning and capital program administration
Valid Florida Drivers License with an acceptable driving record
Ability to establish and maintain effective working relationships with elected officials, coworkers, the press the general public, and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, gender identity, or sexual orientation
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all City ethics and conflicts of interest policies. Strong understanding of ethical behavior is required
Ability to maintain regular and punctual attendance
Ability to report to work as directed during an emergency as an essential employee of the City of Miami Beach
Ability to develop innovative and creative solutions to issues consistent with the City's strategic plan
Preferred
Master's Degree in Economics, Finance, Public or Business Administration, or a closely related field
5+ years experience in finance/budget planning and administration at least 3 of which are in a supervisory capacity
5+ years experience in capital program administration, preparing and monitoring capital and operating budgets, and grants administration
Municipal experience is preferred
