Human Resources Director

The City of Maricopa is seeking an accomplished, forward-thinking Human Resources Director to lead the City’s HR strategy and foster a positive culture of excellence. This role involves providing strategic leadership and oversight of all human resources functions, ensuring alignment with the City’s strategic priorities and commitment to exceptional public service.

Responsibilities

Provides strategic leadership and oversight of all human resources functions including but not limited to policy development, procedures, short term and long-term strategic planning, project management, employee performance, and continuous improvement initiatives
Creating comprehensive organizational plans for department and city-wide systems, processes, and policies that impact all human resources functions, including but not limited to recruiting, payroll, employee onboarding and offboarding, employee information management, benefits, leave, metrics, training, risk and safety, and employee development
Plans, evaluates, and directs human resources operations, policies, and projects with continuous assessment of efficiency and organizational needs of the city
Formulates and recommends policies and guidelines for carrying out the human resources function across the organization and assists in the interpretation and application of policies and guidelines
Oversees the development and implementation of human resources goals and objectives in coordination with city leadership
Analyzes department procedures and implement appropriate change to increase efficiency and effectiveness
Contribute as a strategic partner in the accomplishment of departmental business strategies and plans through initiatives that attract and retain talent, develop employees and leaders and align organizational goals and objectives
Directs and administers the City’s employee benefits program, including health, dental, vision, and leave; oversees vendor relationships, plan design, compliance, employee communications, and benefits reconciliation to ensure fiscal responsibility, regulatory compliance, and competitive offerings
Establish excellence in the execution and efficiency of city payroll operations, overseeing city payroll team and continuous improvement efforts in timekeeping, pay code management, benefits reconciliations, timely filing of state and federal tax filings, employee profile management, and position control reviews
Develops policies, procedures, standards and ordinances to ensure compliance with applicable laws and regulations; maintains knowledge of current human resources and payroll related legislation
Work in conjunction with leadership to create a positive work culture and set the goal for human resources to be the standard of excellence for all city departments
Works with employees to address performance issues, implement discipline and termination procedures
Processes employee grievances; investigates complaints of discrimination, harassment, and other sensitive employee relations issues; represents the City in human resources related hearings and investigations
Conducts employee exit interviews to gather data on resignations, identify trends, and make recommendations to city leadership to control turnover
Develops and maintains client relationships throughout the organization offering excellent customer service and confidentiality
Manages the human resources department; supervises, selects, trains, motivates and evaluates personnel
Communicates changes and updates regarding a variety of human resources programs to city employees with accuracy and timeliness
Provide guidance on interpretation of policies and procedures while serving as known expert in subject matter with a broad knowledge and understanding of HR functional areas
Maintain accurate personnel files, including training records and all necessary new hire paperwork
Assists with the negotiations of memorandums of understanding with the public safety labor unions and ensures compliance
Advise managers on performance management, workforce planning and compensation
Responsible for the development and administration of the department budget; directs the forecast of funds needed; monitors revenues and expenditures
Identifies opportunities for technological advancement and implements any changes to enhance the applications managed by Human Resources
Proactively considers the possibilities of strategic organizational chart changes that could increase effectiveness or efficiency of city departments
Assists in the development of a culture that emphasizes talent, accountability, continuous improvement, customer service, and professional development
Is an active member of the Senior Leadership Team
Performs other duties of a similar nature or level

Required

Bachelor's degree in Human Resources Management, Public Administration, or Business Administration
10+ years of general human resources experience
Five (5) years of supervisory experience
At least 5 years of government experience
Possession of (or ability to obtain within 1 month of hire) a valid driver's license
Current certification in human resources management such as SHRM-CP/SCP, HRCI PHR/SPHR, PSHRA CP/SCP, or similar credentials
Experience with public sector Human Resources Information Systems

Preferred

Master's degree in Human Resources Management, Public Administration, or Business Administration
