Supervisor - OQS, Federal Programs
The State of Missouri is responsible for administering a variety of state- and federally-funded programs to assist local schools. The Supervisor for OQS, Federal Programs will provide technical assistance, monitor compliance, and support school districts in understanding and implementing federal regulations related to education programs.

Responsibilities
Review and interpret federal regulations pertaining to ESEA including Title I.A, Title I.(a), Title II.A, Title IV.A, Title V.B, and REAP schools
Provide technical assistance and support for superintendents, principals, and Title I coordinators /directors in understanding and completing Federal Programs applications and reports, identifying deadlines, and providing follow-up support for end-of-year requirements. Meet with Title I teachers and directors to discuss Title services, implementation options, and best practices. Provide updates on changes to Title requirements
Provide technical assistance and support to superintendents, principals, and Title I coordinators/directors in the development and implementation of the ESEA Consolidated Application, which includes various Title Plans and Budgets
Monitor the implementation of the ESEA Consolidated Budget Application
Be current in best practices in the areas of effective instruction and school improvement initiatives
Process and approve all Federal Programs Applications and Revisions within the supervisors region (average 80 school districts) and assure nonpublic representation is apparent in the application process
Monitor schools for compliance with federal regulations through the tiered monitoring system (average 20 schools a year). This includes extensive preparatory work including core data and educator certification reviews
Conduct on-site federal programs monitoring reviews of school districts to ensure on-going compliance with federal requirements (limited travel required)
Draft and disseminate guidance via the administrative manual, listserv messages and Department website
Process and maintain state administrative rules
Qualification
Required
A bachelor's degree from an accredited college or university in education, accounting, business administration, or closely related field
Four or more years progressive experience in compliance related work in education, accounting, business administration, or closely related experience
