Policy Analyst III
NEOGOV is seeking a talented and analytical individual to join the Sonoma County Executive's Office as a Policy Analyst III. This role involves developing new policies and programs, managing complex projects, and analyzing data to support the County's operational and legislative needs.

Responsibilities
Acting as a lead on assigned policy development and other priority special projects
Managing contracts and consultants for specific projects and ensuring they are meeting objectives on schedule and monitoring and reporting progress
Proactively communicating about project statuses, managing project timelines and budgets, and resolving related issues
Writing comprehensive Board items and managing the item approval process
Supporting the County's emergency management needs during disaster response and recovery
Qualification
Required
Any combination of education and work experience which would provide an opportunity to acquire the knowledge and abilities listed herein
Normally, this would include academic course work in public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology, or a related field
Three years of related and comparable experience analysis and developing reports and recommendations related to general administration, accounting, budget, and/or personnel work
Experience working in a public agency
Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position
Considerable knowledge of principles and practices relating to modern budget, programs and systems management
Considerable knowledge of the operations and functions of County government
Considerable knowledge of principles and practices of research, report writing, and statistical analysis
Considerable knowledge of written and oral communications, including language mechanics, syntax, and English composition
Considerable knowledge of computer applications related to work including methods of graphic presentations
Ability to plan and organize research and statistical work relating to the various aspects of administration, budget, and general management matters
Ability to understand, interpret, and apply rules, regulations, and ordinances, as well as federal, state, and local legislation
Ability to apply problem solving skills sufficient to reach appropriate solutions, take action, document, and complete work in a timely manner
Ability to prioritize and manage a variety of simultaneous work projects and priorities to meet timelines and commitments
Ability to plan, organize, coordinate, and evaluate effectiveness of assigned project(s)
Ability to effectively communicate orally and in writing, and present conclusions before advisory and policy bodies
Ability to establish and maintain effective working relationships with County staff, and the public in carrying out sound management policies
Ability to perform data collection, interpretation, and evaluation pertaining to administrative, fiscal, and management matters
Ability to use principles of inductive and deductive reasoning to validate conclusions and recommendations
Ability to persuade, rationalize, and project consequences of decisions and/or recommendations
Ability to analyze administrative problems, budget requests, and a variety of programs, systems and procedures
Preferred
Experience developing new policies and programs and/or managing projects, including developing and monitoring project budgets
An understanding of California County operations and procedures
Experience interacting with elected officials and a high level of political acumen
Deep research and data analysis skills
Excellent oral and written communication skills, including business case and executive summary writing experience coupled with the ability to present conclusions before advisory boards, governing bodies, etc
Some experience facilitating community and stakeholder engagement sessions with diverse audiences from varied backgrounds
Familiarity with public contracting and procurement processes
Demonstrated initiative and a sense of ownership and accountability
