Department Human Resources Technician

Butte County is seeking a Department Human Resources Technician to provide payroll and human resources support within the Behavioral Health Department. This role involves processing payroll, assisting with recruitment and onboarding, and maintaining personnel files.

Responsibilities

Receives, reviews, verifies, and processes time reporting, personnel transaction, benefits, and related human resources documents to prepare payroll for assigned department; reviews documents for completeness, accuracy, and compliance with rules and regulations; calculates special pay; reviews payroll reports and makes adjustments and corrections as necessary
Implements recruitment and selection processes for assigned department; receives, reviews, and processes requisitions; consults and directs staff on setting up interview panels; assists in development of interview questions; requests or monitors requests for certification of eligibility lists; maintains documentation; coordinates reference and background checks; communicates with, provides updates, and sends status notifications to applicants
Conducts orientations for newly hired employees; ensures completion and accuracy of documents; coordinates training on and explains department and human resources policies and procedures
Assists County Human Resources Department with development of department-specific job specifications
Reviews workers’ compensation, disability, and family leave claims for accurate completion; coordinates with County staff and appropriate agencies in monitoring status of claims; provides assistance to County Human Resources on reasonable accommodations to return employees to work
Assists in supporting various department human resources programs and projects such as training and development, classification and compensation, and employee relations
Assists management and employees by providing payroll, benefits, and human resources information, explaining policies and procedures, and answering labor contract questions
Maintains a variety of databases, files, and records related to the department payroll and human resources programs; prepares and distributes a variety of records and reports
Receives and screens visitors, telephone calls, and emails, providing a high level of customer service to both external and internal customers; provides information to County employees, applicants, and the public, requiring the use of judgment and the interpretation of human resources policies and procedures and legal requirements
Performs other related duties as assigned

Required

Equivalent to completion of the twelfth (12th) grade
Four (4) years of increasingly responsible administrative, secretarial, and/or technical experience, including two (2) years processing payroll, benefits, or general personnel documents
Basic principles and practices of human resources administration including recruitment, testing, and selection, training and development, classification and compensation, employee relations, workers' compensation, and related human resources programs
Techniques and methods for processing and maintaining payroll
Methods and techniques of recording payroll, benefits, and personnel transactions
Applicable federal, state, and local laws, codes, rules, regulations, and standards and County and department policies and procedures related to the processing and recording of payroll, personnel, and benefits transactions including the County's various Union Memoranda of Understanding (MOU) and related contracts and documents
The organization and functional responsibilities of the County Human Resources and of assigned department
Basic mathematic and statistical techniques
Principles and procedures of record-keeping and preparation of reports and correspondence
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff
The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar
Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers, databases, and software programs relevant to work performed
Interpret, apply, explain, and ensure compliance with all pertinent laws, codes, regulations, policies and procedures, and standards related to the processing and recording of payroll, personnel, and benefits transactions, and implementation of the County's various MOUs and related contracts and documents
Review payroll, benefits, and other human resources records and related supporting documentation for completeness and accuracy
Review, calculate, balance, reconcile, and maintain accurate and confidential payroll transactions
Prepare and maintain clear and accurate human resources records, forms, reports, and related correspondence
Make accurate arithmetic and statistical computations
Maintain confidentiality of sensitive personal information of employees, former employees, and other matters affecting County human resources programs
Establish and maintain a variety of filing, record-keeping, and tracking systems
Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments
Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines
Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks
Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax
Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work
Possession of a valid California Driver's License
