Responsibilities

Assist municipalities with all aspects of MS4 permit compliance and regulatory reporting
Prepare, submit, and present MS4 reports, PRP/TMDL plans, pollutant loading calculations, and related technical documentation
Conduct field inspections and on-site stormwater assessments
Identify and evaluate stormwater BMP/SCM opportunities to support pollutant reduction goals
Coordinate with state and local regulatory agencies regarding stormwater permitting and compliance
Collaborate with engineering and GIS teams to analyze feasibility of stormwater projects
Support the development of municipal stormwater ordinances
Assist with grant-funded stormwater initiatives and capital planning efforts
Provide QA/QC for stormwater deliverables
Participate in client meetings, public meetings, and regional stormwater events
Mentor and support MS4 Specialist I staff or interns (as applicable)
Support business development efforts, including scoping, budgeting, and proposal input
Represent ARRO in professional and municipal settings

Required

Bachelor's degree in Civil Engineering, Environmental Science, Biology, GIS, or related field
4–6 years of relevant experience in MS4 compliance, stormwater management, or environmental services
1–3 years of experience developing PRP/TMDL plans and conducting stormwater utility inspections
Experience using GIS platforms
Knowledge of BMPs/SCMs, erosion and sediment control, drainage systems, and stormwater utilities
Familiarity with federal, state, and local stormwater regulations
Ability to stay current with evolving stormwater regulations
Willingness to learn Office365 applications, including Power Apps
Strong communication skills, analytical abilities, and collaborative approach

Preferred

Experience with green infrastructure projects is beneficial
CAD/modeling software experience is a plus
