Required

The equivalent of two years as a Procurement & Contracts Specialist II in the Alameda County classified service
Completion of the Alameda County Management Academy 'Management & Supervision Certificate Program' may substitute for six (6) months of the required qualifying experience
The equivalent of six years of full-time experience as a journey level Procurement professional
Possession of a CPM (Certified Purchasing Manager), CPPO (Certified Public Purchasing Officer) or CPSM (Certified Professional in Supply Management) is desirable
Knowledge of effective business practices
Knowledge of laws of contract and sales as applied to purchasing transactions, such as knowledge of the Uniform Commercial Code
Knowledge of characteristics of the materials, supplies, and services used by large public agencies
Knowledge of organizational management and familiarity with the procurement of different kinds of materials, supplies and services used by large public agencies
Knowledge of principles and practices of purchasing for a public agency
Knowledge of practices and methods of purchasing by specification and competitive bidding
Knowledge of computer skills such as Microsoft Word, Excel, PowerPoint, Outlook, touch-typing and Internet searches
Ability to supervise, manage, mentor, train and evaluate staff
Ability to plan, organize and prioritize
Ability to handle a wide variety of purchasing and supervisory tasks as may be assigned
Ability to train staff to conduct complex value/cost analysis and negotiate purchasing contracts
Ability to prepare and/or analyze complicated (e.g. highly technical or unusual) product specifications and complex, substantive contracts and requisitions
Ability to train staff to analyze past purchasing practices, methods, and procedures and recommend new procedures
Ability to accept increasing responsibility and demonstrate ability to develop on the job
Ability to gather and analyze data
Ability to reason logically, draw valid conclusions, and make appropriate recommendations
Ability to participate effectively in conferences and individual interviews and speak effectively in public
Ability to establish and maintain effective working relationships with others and gain their respect and confidence
Ability to train staff to analyze and evaluate commodities of competitive bidders from vendors' descriptions or samples and award bids and contracts in accordance with established policy and law
Ability to train staff to prepare accurate and concise product specifications
Ability to work effectively with vendors, departments, and the general public
