GIS Analyst II - Department of Planning & Land Management
Hays County is seeking a GIS Analyst II for the Department of Planning & Land Management. This role involves assisting in the direction of the field audit division of the Department of Revenue, interpreting tax laws, and ensuring consistent tax administration across divisions.

Responsibilities
Interprets existing tax laws, policies, rules and regulations to ensure that field audit and tax procedures are properly and consistently applied; researches tax law, court cases, and administrative policy to understand tax issues; seeks legal interpretation from attorneys and in-house tax experts; communicates verbally and in writing with taxpayers, line managers, other departmental divisions, state agencies, the legislature, and industry groups to inform them of the division's interpretation of tax laws and policies
Ensures fair, equitable, and consistent tax administration within and across divisions; communicates with other state agencies regarding tax administration, compliance and other audit issues to coordinate work operations; determines when changes in forms design, computer systems and other operations merit the need to coordinate information; disseminates information regarding changes which affect the operations of the department to appropriate personnel; revises changes in operational procedures based upon feedback supplied by subordinate staff
Ensures consistent application of audit selection, sampling techniques, testing methods, and other operating procedures; determines the effectiveness of the current field audit program in meeting divisional and departmental needs; recommends revisions to existing procedures or writes new procedures which increase the effectiveness in meeting the needs of the field audit division; disseminates information regarding changes in operating procedures to appropriate personnel
Ensures effective use of staff, equipment, supplies and other resources; identifies and prioritizes resources needed to meet divisional objectives; compares the costs and benefits of potential improvements, expansions, or changes to the division's services; monitors the division's financial status by comparing expenditures and obligations to available funds; ensures that travel and overtime expenditures are kept within budget limitations
Evaluates the performance of regional tax managers and the audit operations manager; identifies job responsibilities and characteristics of exceptional performance to establish job performance plans; assesses the logic and accuracy of performance evaluations assigned to managers of supervisory level tax auditors
Provides taxpayers, attorneys, corporate tax managers, state agencies and other affected parties with tax information regarding the division's or department's programs and services; selects information on filing requirements, tax due dates, tax rates and other issues relevant to affected parties; prepares for the presentation by researching relevant issues and arranging for handouts and audiovisual equipment; presents information in the form of lectures, informal meetings or written correspondence; evaluates the presentation based on participant feedback and taxpayer compliance
Reviews state and federal tax legislation; evaluates the impact of new or proposed legislation on the administration of tax law; projects the amount of revenue lost or gained from legislation based on taxpayer business activities, previous tax assessments, and changes to the tax base of taxpayers; proposes rule or legal changes for legislative consideration; analyzes day to day legal operations within the division to determine if modifications in existing tax laws would make the division more efficient
Interviews applicants for vacant positions; explains special features of the job to applicants; talks to applicants about their overall goals, strong and weak points, and prior work history; provides recommendations to the director of the division concerning the selection of the applicant
Qualification
Required
Graduation from an accredited college or university with at least 27 quarter hours in accounting
Three years of experience in one of the following areas: (1) supervising staff engaged in auditing businesses and individuals for compliance with local, state, and/or federal tax laws (professional tax auditing) or (2) managing a tax audit program
Qualifying full-time professional accounting or auditing experience may be substituted for the required education on a year-for-year basis, to a maximum of four years
One year of experience as an Auditing Associate may substitute for the required education
