Administrative Program Specialist A-B
The State of Louisiana is seeking an Administrative Program Specialist A-B to oversee the administrative, financial, and operational functions of the Port's Operations Department. This role involves coordinating cargo handling, providing strategic planning support, and ensuring efficient terminal operations while enhancing communication and operational performance.

Responsibilities
Coordinate daily cargo handling and scheduling directly with major customers (Halliburton, Phillips 66, Citgo, La Pigment), ensuring efficient terminal operations
Provide strategic planning support to the Director of Operations, Marine Terminal Superintendent and Bulk Terminal Manager by analyzing schedules and resource allocation
Ensure system efficiency by identifying issues and implementing improvements to support long-term operational success
Manage payroll and attendance for approximately 40 employees across multiple departments, ensuring accuracy and compliance
Prepare detailed customer charge records, linking labor, equipment, and fuel usage to billing accuracy
Monitor employee leave balances, proactively addressing issues with supervisors
Oversee requisitions, purchasing, and vendor agreements for Bulk Terminal #1 and City Docks, ensuring cost control and accountability
Track and reconcile fuel usage, rental agreements, and outside service expenses for all Port equipment and vehicles
Consolidate operational data to reconcile invoices and support budget preparation
Act as the point of contact between HR and Operations staff, ensuring compliance with handbook updates and Civil Service training requirements
Maintain training records and ensure timely submission to HR
Operations in meetings, documenting and distributing key decisions to leadership and staff
Strengthen communication channels between departments to improve operational efficiency
Serve as backup for Administrative Program Specialist C, Administrative Coordinator 4, and the Marine Terminal Superintendent's office, ensuring continuity of operations
Qualification
Required
Three years of experience in administrative services
Six years of full-time work experience in any field
A bachelor's degree
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field
The ability to convey information, ideas, and emotions using structured communication methods that promote understanding and engagement
The ability to demonstrate specialized knowledge, skills, and experience to apply subject matter expertise in diverse and evolving contexts
The ability to plan, monitor, and document employee performance throughout the year
The ability to make timely, confident decisions using sound reason

The ability to take ownership of actions, behaviors, performance, decisions, and outcomes
The ability to create structured strategies and plans that support the achievement of defined goals and objectives
