Benefits Administrator

Desoto County Board of Supervisors is a small office serving just under 800 employees, focused on relationship and service to others. They are seeking a Benefits Administrator to manage all facets of the benefits plan, ensuring compliance and facilitating employee understanding of benefits offerings.

Responsibilities

Facilitates enrollment of benefit programs such as life, health, dental, vision, disability, vacation time, sick time, FMLA, employee assistance and retirement
Coordinates annual benefit enrollment and facilitates employee’s understanding of the County’s benefit offerings; makes the appropriate entries in the HRIS system to ensure deductions are accurate and timely
Serves as primary contact for plan vendors and third-party administrators
Coordinates transfer of data to external contacts for services, premiums and plan administration
Evaluate and revise internal processes to reduce costs and increase efficiency
Document and maintain administrative procedures for assigned benefits processes
Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fees
Handle enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, and retirement
Oversee maintenance of employee benefits files, maintain group benefits database and update employee payroll records
Gather employee data and oversee the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans
Analyze current benefits, evaluating the use, services, coverage, effectiveness, cost, plan experience and competitive trends in benefits programs, and identify the County's stance
Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the County's benefits package
Assist with benefit orientations, open enrollment and summary plan descriptions
Reports annual Affordable Care Act information to the IRS
Ensures compliance with HR legal requirements
Researches, analyzes data and prepares reports as needed
Other duties as assigned

Required

Bachelor degree in human resource management or related field OR Associates degree with two years of related benefits or employee benefits administration experience OR experience in lieu of education
Strong working knowledge of general human resource policies, programs, methods, and practices
Strong working knowledge of Federal, State and local laws related to human resources (FLSA, FMLA, ADA, ACA, Section 125, etc.)
Proficient with Microsoft Office suite
Excellent oral and written communication skills
Ability to multitask, track projects and tasks to completion (many of which involve math skills)
Possess strong troubleshooting and critical thinking skills
High level of integrity to deal with sensitive information in a confidential, professional manner
Strong time management and organizational skills
Team-oriented
Attention to detail
Must be bonded as a condition of employment as required by Miss Code 31-7-124

Preferred

Certification as PHR/SPHR or SHRM-CP/SHRM-SCP preferred
Experience with self-insured plans a plus
