QA Testing Manager
The City of New York is committed to securing better futures for NYC educators through the Teachers’ Retirement System. The QA Testing Manager will provide strategic and hands-on leadership across the testing lifecycle, ensuring that TRS systems are reliable and production-ready while overseeing test planning, execution, and defect management.

Responsibilities
Partner with business stakeholders to define test requirements, scripts, and acceptance activities before, during, and after testing lifecycles
Resolve testing-related disputes and obtain stakeholder concurrence on testing strategies and deliverables
Ensure consistent applications of QA, SIT, UAT, BUAT methodologies across all projects
Establish and maintain the quality standards for test planning, environment setup, execution, tracking, and production promotion
Manage daily testing operations including progress tracking, reporting, issue escalation, and hands-on support
Provide clear communications to TRS leadership on testing progress, risks, and outcomes
Lead resource management and quality control including staffing, workload planning, hiring, interviewing, hiring, performance reviews, coaching, and mentoring
Oversee release management and quality control to ensure applications meet business requirements and are defect-free prior to deployment
Ensure successful UAT certification for UPS legacy projects, enhancements, issue remediation, and modernization phases
Advance automation, performance, and security testing practices in collaboration with peer leaders
Qualification
Required
A baccalaureate degree from an accredited college or university including or supplemented by 12 credits in mathematics, statistics, accounting, and/or actuarial science and four years of satisfactory full-time experience implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations, 18 months of which must have been in an administrative, managerial or executive capacity or supervising professionals implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations
An associate degree or 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and six years of satisfactory full-time experience as indicated in '1'
Education and/or experience equivalent to '1' or '2' above. However, all candidates must have 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and the 18 months of experience in a supervisory, administrative, managerial or executive capacity as described in '1' above
