Technology Solutions Architect (Business Analyst IV)

Fairfax County Government is seeking a dynamic leader to join their Technology Services Unit. The Technology Solutions Architect will manage complex IT solutions projects, supervise technical staff, and ensure alignment of technology solutions with business strategies to support the well-being of individuals and communities in Fairfax County.

Responsibilities

Manage complex information technology solutions projects
Provide oversight and strategic direction to departmental systems and applications
Supervise tiers of Technology Solutions staff
Investigate and coordinate system problems of the most complex nature, designing corrective procedures, interacting with Department of Information Technology (DIT) staff, other governmental or quasi-governmental entities, and vendors on system-related issues, and authorizing migration from development to production environment
Conduct research and provide input into department strategy to meet future information technology business needs
Align resources necessary to support computer operations and systems development while ensuring integrity of department data
Authorize department user access
Coordinate department compliance with federal, state, and local (including county IT Security policy) regulations
Participate on county-wide steering committees
Coordinate efforts with all stakeholders and with the appropriate information technology staff and perform related work as required
Direct the alignment of technology solutions with business strategies
Determine requirements, design, develop, and implement solutions for NCS business needs
Analyze, develop, and deploy Power App solutions (Smartsheet, Nintex Cloud, MS Forms, Power BI, GenAI, and others), including needs assessments, programming, user acceptance testing, training, security, performance, and ongoing support
Develop and interpret customer requirements into logical specifications
Upskill Technology Solutions staff on Power Platform solutions
Research the use of new methods and Power Platform technologies
Work concurrently on multiple project requests
Work collaboratively with business units, NCS business analysts, and NCS Intranet/Internet architects to ensure successful project implementation
Develop input into department strategy to meet current and future information technology solutions needs
Develop conceptual approaches to satisfy user requirements, investigates and coordinate system problems of the most complex nature, and designs corrective technical procedures
Interact with Department of Information Technology staff, County management, other governmental or quasi-governmental entities, and/or vendors on system-related issues and scheduling of priorities
Authorize migration from development to production environment, allocate and supervise resources necessary to support computer operations and systems development, and ensure currency and integrity of agency data

Required

Bachelor's degree in computer information systems, business administration, or related field
Five years of experience in information systems and process redesign
Managing and implementing all phases of the systems development life cycle
At least one year of supervisory experience
Advanced knowledge of methods, metrics, tools, and techniques of business process reengineering
Advanced knowledge of the principles, methods and tools for conducting performance assessments of IT systems
Advanced knowledge of procedures for developing technical and operational support documentation
Advanced knowledge of principles, methods and techniques of information technology assessment
Considerable knowledge of interdepartmental and/or countywide processes, procedures, and requirements
Considerable knowledge of the capabilities of information technology software, hardware, and network communication technology
Considerable knowledge of the capabilities of various computer platforms functioning in centralized, distributed, client server, and stand-alone environments
Considerable knowledge of effective processes, methods, techniques to analyze and evaluate business operations
Considerable knowledge of effective project management methods, practices and techniques
Knowledge of effective supervisory methods, practices, and techniques
Ability to manage/administer multiple computer systems in a diverse computing environment
Ability to work on problems of diverse scope where analysis requires a comprehensive understanding of hardware/software systems solutions
Ability to manage both small and large long and short-term projects under project timeline and resources
Ability to write computer program operating instructions
Ability to write effectively, including technical writing
Strong analytical and conceptual skills with a demonstrated track record in new concept development for various projects and complex technical plans
Ability to understand how IT affects an organization and ability to link it to redesigned business processes
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer

Preferred

Five years of experience providing software administration for local, state or federal government
Five years of experience providing information technology project research and support to local, state or federal government
Supervisory experience managing information technology professionals with diverse technical skills
Demonstrated experience interacting with centralized Department of Information Technology (DIT) staff, other governmental or quasi-governmental entities, and vendors on system-related issues, and authorizing migration from development to production environment
Demonstrated experience serving as lead architect of business processes around complex technical systems
Demonstrated experience in Power App solutions (Smartsheet, Nintex Cloud, MS Forms, Power BI, GenAI, and others)
