Montgomery County Government is seeking a part-time Program Manager I for the Gilchrist Immigrant Resource Center. The role involves managing operations and programs at the East County location, focusing on program development and workforce management for immigrant populations.

Responsibilities

Manage the operations of the Gilchrist Center in the East County region, ensuring that programs and services are meeting the needs of the clients
Provide supervision to part-time hourly and merit staff, contractors and/or volunteers
Implement and promote programs and services offered in the assigned region, including outreach, communications and partnership development
Manage and develop basic computer literacy programs for all Gilchrist Center locations, including recruiting, training and supervising volunteers to teach classes, conducting needs assessments, assessing the effectiveness of the program, adjusting class offerings as appropriate, managing registration and related databases, and revising/developing teaching materials
As a subject matter expert on workforce development, you will research current trends, attend and/or convene meetings, represent the Office of Community Partnerships/Gilchrist Center, and advocate for client needs and priorities related to workforce development

Required

Graduation from an accredited college or university with a Bachelor's Degree
Three (3) years of program management experience related to workforce development, and/or program development related to immigrant populations
An equivalent combination of education and experience may be substituted
The selected candidate will be required to complete a medical exam
Ability to attend meetings or perform work at locations outside the office and outside of normal business hours
Flexibility and ability to work in all locations (Wheaton, Gaithersburg, and East County)
Ability to prioritize responsibilities, work independently and collaboratively with staff and volunteers in a fast-paced environment, and effectively communicate with staff, volunteers and residents at multiple sites in a culturally sensitive way
Strong interpersonal skills with the ability to successfully navigate challenging conversations among and build consensus with people from diverse racial, ethnic, socioeconomic, and gender backgrounds
Ability to manage and lead a project from beginning to end with minimal oversight

Preferred

Experience in program and site management at an immigrant-serving organization, including outreach, volunteer-led programs, evaluation, partnership development, and collaboration with nonprofit organizations and government agencies, etc
Knowledge and understanding of the needs of immigrant populations in Montgomery County (especially in the East County region), the community resources available to them, with a priority on workforce development issues
Advanced proficiency in Microsoft Excel, including experience with formulas, pivot tables, data analysis tools, and spreadsheet automation
Experience in adult education, training and/or facilitation, preferably in a professional setting serving immigrant adults
Bilingual proficiency in Amharic, French, Vietnamese, Chinese, Korean, and/or Spanish languages
