Certification Program Manager – Exam Development & Credentialing
Scion Staffing is conducting a search for a Certification Program Manager – Exam Development & Credentialing for a respected organization in the certification and testing field. The role involves leading exam development, managing item bank processes, and ensuring assessment quality for accredited certification programs.
Responsibilities
Develop and manage exam development initiatives and timelines
Oversee logistics, coordination, and execution of item development workshops
Cultivate and maintain relationships with volunteer subject matter experts (SMEs)
Lead and facilitate SME workshops and meetings, including Item Writing, Item Review, and Form Review
Identify training needs for SMEs and direct reports
Design, develop, and implement training resources for SMEs and internal staff
Manage staff item review processes to ensure alignment with exam blueprints and style guidelines
Monitor and maintain item bank health to support ongoing exam development needs
Assemble exam forms using psychometric principles and best practices
Analyze exam performance data (difficulty, discrimination indices, etc.) to identify and address issues
Collaborate with Psychometricians to ensure defensibility of exams and interpret performance data
Supervise and coordinate with third-party vendors supporting exam publishing, security, program management, and psychometrics
Prepare examination-related documents and analytic reports for NCCA accreditation and executive leadership
Resolve certification candidate issues related to exam administration, authorizations, and appeals
Supervise and direct Certification Program Coordinators
Operate the organization’s passenger van to transport SMEs to and from volunteer activities
Perform other duties as assigned
Qualification
Required
Bachelor's degree in educational psychology, industrial/organizational psychology, statistics, education, instructional design, or related field (or equivalent education and experience)
Minimum of 3 years managing exam development or assessment-based credentialing activities
Credentialing Specialist Certificate, or ability to obtain within 12 months of hire
3 years of direct supervisory experience
3 years managing development and delivery of testing assessments
At least 1 year of meeting planning and execution experience
Experience with Microsoft Office Suite, Adobe Acrobat, and exam development platforms
Ability to work evenings as required
Valid driver's license with an acceptable driving record
Excellent written and verbal communication skills
Strong facilitation, analytical, editing, and organizational skills
Ability to manage multiple priorities with minimal supervision
Knowledge of psychometric concepts and data-driven decision-making
Preferred
ICE-CCP certification highly preferred
Experience in applied behavior analysis is a plus
