Management Analyst II (HUD Program Specialist)
The City of Norfolk is seeking a Management Analyst II to join the Department of Housing and Community Development. This role involves managing HUD grant programs, assisting with contracts and compliance, and providing technical assistance to community partners.

Responsibilities
Monitors grant by developing and implementing project tracking system to ensure the timely contracting and implementation of grant funded projects
Assists in preparation of contracts and grant agreements to all sub recipients. Maintains accurate records of the grant contracts and assists in the coordination of the contract approval process
Conduct site visits and provides technical assistance to sub-recipients and community partners
Assist in the application process and reporting for the U.S. Department of Housing and Urban Development (HUD) program, including the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grants (ESG) programs
Interpret and apply federal regulations for CDBG, HOME and ESG Programs
Assist with developing the five-year Consolidated Plan, Annual Action Plan (AAP), and the Consolidated Annual Performance and Evaluation Report (CAPER)
Assist in maintenance of the HUD Integrated Disbursement and Information System (IDIS)
Provide technical assistance to subrecipients
Assist in preparation of contracts and grant agreements
Assist with coordination of environmental review compliance of HUD funded activities
Assist other staff with special projects, program issues and data management
Maintain the absolute confidentiality of all records and information
Additional responsibilities as required in a complex and changing work environment
Qualification
Required
Bachelor's degree or equivalent
Three years' experience in grants management and compliance, or contract management or a related field, or an equivalent combination of education and experience
Preferred
Experience providing oversight to small and large ($35,000>$200,000) grants or contracts
Experience with Federal Uniform Guidance (2 CFR 200) Rules
