Responsibilities
Lead independent Red Team reviews of draft Federal solicitation packages
Coordinate and guide cross-functional subject matter experts
Evaluate solicitation strategy, structure, technical requirements, affordability, and risk
Ensure compliance with DHS and USCG acquisition policies and procedures
Consolidate findings into formal review reports and executive-level briefings
Present and defend findings to senior Government leadership
Ensure review products are defensible and suitable for GAO or Congressional scrutiny
Qualification
Required
Minimum 15 years of Federal acquisition or program management experience
Prior service at the SES, Flag Officer, GS-15, or equivalent senior executive level
Demonstrated leadership of major acquisition reviews or source selections
Bachelor's degree required
Ability to obtain and maintain a Public Trust or Secret clearance
Preferred
Experience with DHS, DoD, or USCG acquisition environments preferred
Master's degree in acquisition, engineering, business, public administration, or related field preferred
DAWIA Level III or equivalent
Experience briefing senior executives and oversight bodies
Strong analytical writing and oral presentation skills
