Grants and Compliance Analyst

Houston Food Bank is seeking a Grants and Compliance Analyst to assist the Grants and Compliance Manager with the grant’s full lifecycle. The role involves ensuring accurate grant billings, monitoring grant expenses, and providing financial reporting for management decision support.

Responsibilities

Ensures accurate and timely grant billings and monitors grant expenses by line item as stipulated by individual, corporate, and federal grants
Collaborates with Accounts Payable and Payroll to ensure the proper coding of personnel and operating expenses with regard to the proper allocation of grant funding
Develops and documents effective grant management processes in conjunction with accounting policies to maintain and strengthen internal controls
Sets up and maintains awarded grants
Provides consistent and clear guidance on grants and contracts in compliance with grant accounting processes and requirements
Provides regular grant financial reporting to management for performance measurement and decision support
Collaborates in the preparation of budgets for all grants, including monitoring expenditures, reporting, and reconciling discrepancies
Prepares reimbursements for Federal, State, and local grants
Monitors and reconciles assigned grant funds
Furnishes requested information relative to all audits of grant activities
Monitors activities and financial compliance of state and federal grants received by the city and maintains a grants worksheet for each federal or material state grant
Prepares various monthly journal entries
Reviews and prepares grant budgets and amendments
Prepares grant reports and financial documentation
Prepares monthly grant claims for submission and pulls supporting documentation, including earnings statements, invoices, payments, and canceled checks
Assists the Grants and Compliance Manager with the implementation of grants budget versus actual tracking in the ERP and/or Excel, ensuring all grants are tracked and reported continuously
Contributes to the overall success of the department
Participates in all internal and external grant audits, including SEFA, TDA, Feeding America, Feeding Texas, etc, as needed

Required

Bachelor's degree from an accredited four-year college or university in accounting, finance, or business in a closely related field; a master's degree in business administration or accounting is strongly preferred
2+ years of accounting experience, including 1-3 years of experience with general ledger accounting principles and practices
2+ years of accounting and grant compliance experience, grant compliance preferred
1-3 years of experience with general ledger accounting principles and practices
Must have reliable transportation, a valid driver's license, and insurance
Thorough working knowledge of Generally Accepted Accounting Principles (GAAP) for government and non-profit experience
Ability to work with a diverse population
Ability to plan and organize work, perform under pressure, and meet deadlines
Ability to communicate effectively with internal and external sources and keep management informed
Strong problem-solving, critical thinking, and analytical skills
Ability to analyze and interpret data for accuracy and be detail-oriented
Ability to communicate complex information clearly and concisely both orally and in writing
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions

The employee must frequently lift 10 pounds
The employee will need to have the average ability to hear horns, warnings, and alerts associated with a warehouse
Travel is required for this position (up to 10% of the time and on a domestic basis within our 18-county service area)
Is legally able to work in the United States

Preferred

A master's degree in business administration or accounting is strongly preferred
Non-profit experience preferred but not required
2+ years of accounting and grant compliance experience, grant compliance preferred
