Responsibilities

Acts as the legislative bill analysis coordinator between the Office of Special Representative (OSR) and the Department's Offices of Primary Interest (OPIs)
Monitors and tracks legislative measures, including but not limited to, bills, amendments, analyses, deadlines, and hearings, which may affect departmental programs and operations
Assists in conducting research and analysis of new and amended bills to determine which measures may affect or interest the Department
Independently develops clear recommendations to the OSR management on bills that require analysis and assigns bill analysis requests to the appropriate OPIs
Maintains a specific database to track bill analyses and initiates the assignment of tasks and due dates for various OPIs; reviews incoming legislative analysis from OPIs to ensure conformance to administrative procedures and policies, and ensures materials are complete and properly formatted, coordinating edits with OPIs, as needed
Monitors and maintains legislative analysis projects utilizing the Project Tracking Log, Excel, Microsoft Teams, and other applicable software; prepares project status reports; maintains applicable project files, as needed
Independently conducts research on subject matters of interest to the Department
Drafts, edits, and finalizes bill analyses, fact sheets, issue briefs, and executive summaries for internal review and external use
Translates complex statutory proposals into plain language explanations for non-technical audiences while maintaining accuracy
Ensures all work product meets standards set by the Department, the California State Transportation Agency (CalSTA), and the Governor's Office for quality, clarity, consistency, and timeliness
Prepares the preliminary final departmental analysis of a legislative bill, identifying any concerns with the legislation and the effect on the Department, and provides alternatives, solutions, and recommendations for final departmental positions; routes proposed final departmental analysis through the chain of command for review and approval; makes edits to final departmental analysis as required
During peak legislative periods, assists in analyzing legislative bills and provides research assistance to legislative analysts
Reviews the Daily Journals and Files of both Assembly and Senate houses of the State Legislature to determine what actions are of interest to the Department and develops talking points utilized to brief OSR staff for review; and researches and obtains various legislative committee analyses of proposed or amended bills for inclusion in electronic and paper legislative bill subject files (e.g., technical files) on legislation being tracked by the Department
Responsible for extensive and sensitive interaction by telephone, and in person, with members of Executive staff, Headquarters commanders, legislative staff, legislative personnel from other agencies, and lobbying groups, serving as a departmental contact on high profile and confidential issues
Prepares correspondence on various subjects for the Special Representative, the Commissioner, the CalSTA, members of the Legislature, and the Governor's Office; prepares written requests to various Headquarters commands to participate or assist in the Legislative Proposal process and Legislative Update training; and routes correspondence through the chain of command for review and signature
Reviews, prepares, and manages the Department's Legislative Reports on the OSR's external webpage

The position(s) require(s) a Background Investigation be cleared prior to being hired
Possession of Minimum Qualifications will be verified before appointment
To satisfy the minimum qualification requirement with education, you must include your unofficial transcript(s)/diploma for initial review
Original diplomas or official, sealed transcripts will be required before the start date
Applicants with foreign transcript(s)/degree(s) must provide a third-party transcript/degree credential evaluation that indicates the number of units to which the foreign coursework is equivalent
Strong analytical writing and editing skills, ability to synthesize complex information into clear recommendations
Experience in interpreting statutes, regulations, and/or policy; strong research skills
Ability to manage competing priorities, meet deadlines, and coordinate input from multiple stakeholders
Tact, discretion, and effective consultation skills with management and subject matter experts
Strong organizational skills
Proficiency in the Microsoft Office Suite applications, GovBuddy, and other legislative programs is desired
Demonstrated ability to act independently, open-mindedness, flexibility, and tact
