Enterprise Security/Safety Operations Manager (Facilities Department)

The County of Berks is responsible for providing services to its citizens, and they are seeking an Enterprise Security/Safety Operations Manager to oversee security, safety, and operational effectiveness across various government facilities. This role involves strategic management of threats, compliance with regulations, and coordination of emergency preparedness to ensure the safety of the County's infrastructure.

Government Administration

Responsibilities

Standardize safety protocols
Assess and mitigate threats
Coordinate emergency preparedness
Ensure compliance with regulatory and insurance requirements
Oversee integration, administration, and strategic planning for technologies including, but not limited to access control, panic buttons, video surveillance, intrusion detection, mass notification, building automation and emergency systems. Ensure all systems are maintained, evaluated for effectiveness, and scaled appropriately with County growth
Conduct risk assessments, create incident response protocols, and serve as the liaison with law enforcement, emergency services, County risk management, and insurance providers for physical security vulnerabilities, workplace violence prevention, natural disaster preparedness, and incident response readiness
Ensure County meets and maintains OSHA, ADA, NFPA, L&I, and DHS facility standards, industry best practices for physical and occupational safety, and thorough documentation for audits, inspections, and claims
Develop and enforce policies across all sites, lead staff training, and maintain incident logs and compliance records
Reduce reliance on external contractors for assessments and audits
Improve preventative maintenance and system uptime
Enhance staff accountability through internal training and oversight
Single point of contact for managing crises and large-scale initiatives
Advice on facility design and renovation from a security/safety perspective
Oversee sustainability initiatives tied to building operations, such as fire drills, active shooter, and shelter in place procedures
Unify and standardize operational procedures across all facilities by overseeing AED’s, fire extinguishers, sprinkler systems, elevator inspections, and first aid kits
Assist in scheduling, and optimizing maintenance/safety inspections
Develop and maintain incident response plans and serve as the liaison during emergencies
Ensure all security and safety systems (ie, alarms, cameras, access controls, etc.) are maintained, upgraded, and utilized to their full potential
Ensure systems are integrated across locations, minimizing blind spots, and enhancing operational control
Proactively manage compliance with safety regulations, codes, and risk assessments
Keep all safety-related documentation up-to-date and support the County’s insurance and risk management efforts with clear, traceable protocols
Provide training, guidance, and resources for maintenance staff and facility supervisors regarding emergency procedures, safety protocols, and proper equipment use
Serve as a central resource for workplace safety education, drills, and hazard reporting
Integrates safety and security into renovation and construction planning
Support budgeting for new equipment and technologies by assessing needs, return on investment, and vendor selection
Serve as the Facilities Department representative in cross-functional efforts with IT, Emergency Services, HR, and external contractors or vendors

Required

Bachelor's Degree in Security Management, Occupational Safety, Criminal Justice, Business Administration, or related field
8-10+ years of experience in corporate security, safety, and/or operations management
Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities
Experience in enterprise-level environments with multi-site and global operations
Proven experience in crisis management and business continuity planning
Experience in security systems coordination, including key and card access management
Knowledge of security systems, infrastructure, and maintenance
Experience in developing policies and procedures related to security functions
Strong problem-solving and data analysis skills
Excellent communication and coordination abilities to work with various campus partners and external contractors/vendors
Ability to handle sensitive situations requiring discretion and confidentiality
High degree of discretion and confidentiality required
Must possess the confidence to make critical decisions to implement safety/security procedures that will prevent unauthorized access to government facilities or information
Proven experience in developing and delivering safety-related technical training, SOPs, and compliance programs
Analytical mindset with a focus on problem-solving and continuous improvement
Strong leadership and mentoring skills; experience managing contractors, vendors, and facility projects
Proficient in using technology and specialized equipment for conducting safety and security inspections and assessments
Experience working across multiple sites, influencing various levels of management, and delivering improved performance
Proficient with technology and the use of safety systems and software
Strong understanding of security and safety protocols and willingness to lead safety/security initiatives
Working knowledge of safety-related programs and the basics of risk management as it relates to government
Ability to work effectively with several levels of government officials, agencies, private foundations, staff, and the public
Skill in the operation of various computer programs, including Microsoft Word, Excel, and Outlook
Ability to collect, compile, and analyze data
Considerable knowledge of correct English, spelling, and punctuation
Ability to communicate effectively, both orally and in writing
Ability to coordinate several projects simultaneously, maintain project schedules, and consistently meet deadlines
Ability to adhere to all County policies and procedures, and appropriately engage services provided by other County departments
Ability to analyze problems and communicate with the public, staff, and other department heads in a prompt and courteous manner
General knowledge in financial accounting practices gained through work experience and the County's preferred practices
Ability to type accurately and to compose effective correspondence
Ability to handle stress
Physical presence in the Facility is required
Possess a valid Pennsylvania driver's license and must be able to operate County vehicles

Preferred

Master's degree
Nationally recognized Safety, Security, and Health Certifications (CPP, PSP, FEMA ICS/NIMS, CBCP, CPTED)
