Independent User Acceptance Testing (UAT) Analyst / QA Engineer

Project Manager USA, Inc. is seeking an Independent User Acceptance Testing (UAT) Analyst / QA Engineer to support the implementation and validation of a State-Based Marketplace (SBM) solution. Responsibilities

Provide professional services to support the implementation and validation of a State-Based Marketplace (SBM) solution through comprehensive and independent User Acceptance Testing (UAT)
Serve as an independent testing partner to ensure the SBM solution meets the functional, technical, and business requirements defined by the Agency and complies with applicable federal and state regulations
Perform independent User Acceptance Testing (UAT) of the SBM solution
Collaborate with Agency staff and stakeholders to create, update, and refine test cases based on business requirements and system specifications
Participate in regular meetings with Agency staff, project teams, and other UAT participants
Ensure that the solution and its components, as delivered by the solution contractor, are functional, stable, secure, and meet approved project requirements
Maintain independence from the system integrator or development vendor to preserve the integrity of the testing process
Provide the following deliverables, aligned with the project timeline and milestones: Independent Master Test Plan (IMTP) The IMTP must outline the comprehensive approach to independent testing, including: Risk Identification: Highlight areas of high-risk or newly developed code. Test Definition and Matrix: Map test cases to business and technical requirements. Test Script Development Procedures: Define how test scripts will be created, reviewed, and maintained. Configuration and Build Control Procedures: Describe how test environments will be managed and validated. Testing Procedures: Detail the execution process, including entry/exit criteria and defect handling. Testing Environment: Specify the tools, platforms, and data requirements for testing. Test Scripts: Provide a library of test scripts aligned with the test matrix. Testing Metrics and Reporting: Define how test progress, coverage, and quality will be measured and reported
Independent Test Execution and Status Reports Conduct test execution activities and submit periodic status reports that include: Total number of tests planned and executed. Breakdown of tests by high-risk or new code areas. Number of tests completed, in progress, failed, or pending retest. Defect trends and types, correlated to functional areas. Summary of test results, including pass/fail rates and unresolved issues. Recommendations for remediation or retesting, where applicable. Reports shall be submitted according to the schedule defined in the IMTP or as otherwise agreed upon with the Agency

Required

A minimum of three (3) years of experience providing independent testing services for large-scale HIPAA compliant, public domain IT systems, with a preference for healthcare domain systems or insurance exchanges
Provide at least two (2) examples of prior engagements / past experience involving: User Acceptance Testing (UAT) services or support, Independent Verification & Validation (IV&V)
Ability to manage testing projects in coordination with multiple stakeholders, including system integrators, state agencies, and federal partners
Expertise in status reporting, issue escalation, and collaborative communication
Ability to comply with relevant standards and regulations, including: NIST 800-53, CMS MARS-E, HIPAA
Experience in handling Personally Identifiable Information (PII) and Protected Health Information (PHI) during testing
Experience, expertise, skills, and certifications for Test Manager / Lead / Project Coordinator
Experience, expertise, skills, and certifications for UAT Analyst / QA Engineer / Automation Tester
Have relevant certifications: International Software Testing Qualifications Board (ISTQB), Certified Software Tester (CSTE), Certified Information Systems Security Professional (CISSP)
Have technical skills, and experience with similar projects
Provide contact information for at least two (2) references from current or former client firms for similar projects performed for any clients within the last five (5) years

Preferred

Experience with state-based marketplaces, Medicaid systems, or ACA-compliant platforms is highly desirable
