JUVENILE PROBATION DEPARTMENT - CHALLENGE - YOUTH DEVELOPMENT COACH (GRANT FUNDED)

NEOGOV is seeking a Youth Development Coach to work within the Juvenile Probation Department. The YDC is responsible for supervising youth activities, providing trauma-informed support, and developing critical problem-solving skills through individual and group coaching.

Responsibilities

Maintains daily focus on the department’s values when interacting with youth, including emphasis on developmental assets, developmental relationships, motivational interviewing and trust based relational interventions (TBRI)
Aids residential services by providing structure through individual, group coaching, enforcing rules, redirecting youth behavior, modeling positive behaviors, and engaging youth in prosocial activities and mentoring youth
Plans activities which may include but are not limited to Challenge and therapeutic programming such as educational, recreational, vocational development, life skills, fitness, health, character and leadership development, and specialized initiatives (i.e. Global Youth Day, Red Ribbon Week, etc.) within a secure residential facility or community locations
Plans and coordinates work related tasks for staff to include training events, mentoring and morale-building activities
Organizes and facilitates recreational and skills building activities with youth in the residential program and youth re-entering community designed to foster collaboration, team building and development of problem solving, emotional regulation and conflict resolution skills
Manages conflicts using de-escalation techniques
Ensures effective and safe use of approved mechanical and/or physical restraints when necessary
Develops and maintains a positive learning environment through engagement in positive youth development activities both in or out of Challenge facility
Facilitates experiential, leadership and team building activities
Provides consultations with parents and team members designed to improve and enhance positive youth behaviors
Develops, implements and administers programs or services aimed at bolstering clinical services, fostering rehabilitation, and encouraging positive social behaviors and beliefs
Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts
Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills
Participate as a member of the Challenge multidisciplinary team for phase assessments and home pass or furlough staffing
Perform home visits for youth on home passes or furloughs during weekends and other assigned times
Attend and complete annual departmental urinalysis training and administer drug tests as required for the position
Case management - Records daily interactions to include individuals, groups, home visits, family/PO contact and ILP skills development in the Juvenile Management System, documenting all activities involving youth and/or parents
YDC will perform transport to community venues as needed following transportation training and policy. (SS, Job Corps, Department Public Safety, etc.)
Performs such other related duties as may be assigned
Must be available to work non-traditional hours and be on call as necessary on official business
Maintains a safe and healthy work place environment; May be required to travel when assigned or at times, on very short notification
As members of the County of El Paso Emergency System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor

Required

Bachelor's degree from an accredited college or university in the behavioral sciences field, law enforcement, criminal justice, counseling, social work, or related field
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities
Must be at least 21 years of age
In order to access into the County's network and systems, a personal mobile smart device is required by the hire start date
Must have telephone and report residence
May require or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso
Proof of automobile liability insurance coverage is required
Must maintain certification as a Juvenile Supervision Officer by the Texas Juvenile Justice Department (TJJD)
Must comply with all departmental and TJJD juvenile supervision officer certification training requirements to include Handle with Care (HWC) or any other restraint technique adopted by the Department
Knowledge of developmentally appropriate social, emotional, cognitive and communication skills for youth
Knowledge of Departmental and Texas Juvenile Justice Department (TJJD) standards
Knowledge of evidence-based programs and practices as relevant treatment modalities for individuals with a myriad of behavioral health issues
Knowledge of English usage, grammar, punctuation, and spelling
Knowledge of techniques for effective interpersonal communications
Knowledge of modern office procedures, methods and computer equipment to include Microsoft based products
Skill/Ability to learn and apply current juvenile justice theories and practices
Skill/Ability to work in a post adjudication secure residential setting with locked, steel doors
Skill/Ability to perform non-violent physical restraint techniques
Skill/Ability to utilize crisis intervention verbal skills
Skill/Ability to possess non-hostile management of aggressive behavior
Skill/Ability to maintain order, discipline and respond quickly in emergencies
Skill/Ability to demonstrate effective interpersonal communication skills to motivate and inspire youth and team members
Skill/Ability to work with justice involved youth and family members
Skill/Ability to utilize strength based, trauma informed, youth centered and experiential approaches that promote long term behavioral change
Skill/Ability to possess strong leadership skills and ability to develop and maintain an optimistic environment through modeling and application of positive reinforcements
Skill/Ability to work positively and effectively with all types of children including severely maladjusted children
Skill/Ability to establish and maintain effective working relationships with departmental personnel, clients, other County employees and officials, clinical service providers, law enforcement, the courts and the general public
Skill/Ability to apply a range of experiential activities, practices, and modalities to facilitate the rehabilitative process and team building
Skill/Ability to pass a pre-employment physical fitness test
Skill/Ability to pass a criminal background check

Benefits

16 holidays per year as recognized.
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service.
Employees accrue 15 days of sick leave per year.
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS).
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program.
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost.
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

Reimbursement of $15 per month for 6 months of continuous gym usage.

The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
