Responsibilities

Plans, directs, and oversees all aspects of the organization's provider network function. Responsible for developing the network and negotiating and administering contracts. Oversees provider relations and monitors all provider services. Ensures provider operations are in compliance with clinical guidelines, contractual obligations, and requirements of regulatory agencies
Leads the expansion of the provider network and diversification of funding sources, supporting long-term access and business strategy goals
Spearheads the development and execution of comprehensive service delivery plans that align with organizational goals and regulatory requirements
Leads and directs the work of ESSC clinical and administrative staff within the network. In coordination with Director(s) and associates of the network, ensures adequate and timely staffing, personnel training/skill enhancement, professional development, clinical supervision and guidance for all associates
Ensures staff and internal operations adhere to adequate performance, budgets, policies, standards, and regulations internal and external to ESSC
Leads and supports the talent strategy across all service areas, with a focus on coaching, leadership development, and organizational growth; includes identifying needs, fostering a culture of continuous learning, and implementing initiatives to enhance associate and network engagement, performance, and retention
Provides coaching, mentorship, and performance oversight for directors and clinical teams to ensure alignment with organizational goals
Approves policies, specialized training and instructional materials developed within various sub-functions and departments. Creates and guides implementation of policies, standards, and guidelines for provider network services and programs
Serves as an escalation point with participants assigned to a network provider when a concern and/or grievance has not been resolved at the Director BPN and/or network provider level, facilitating resolution
Develops major goals and strategic plans for improved quality and standardized care management throughout the services and other directly related projects/objectives. Oversees the implementation of strategy and programs, coordination of personnel, network providers, and resources required to successfully complete projects
Leads strategic initiatives in the following priority areas: Kaiser partnerships, utilization management, participant complaints, and vendor coordination
Drives and supports cultural and operational transformation through change management, data-informed decision-making, and cross-functional collaboration
Oversees the execution of bi-annual audits of the provider network. Conducts regular team and 1:1 meetings with direct reports for review and monitoring of clinical operations, performance evaluations, quality of services, compliance, grievances/issues, productivity, report submission obligations, audits, caseload, capacity needs, status of projects, among other topics. Reports results to VP
Effectively and timely reports to VP on associate relations and progress of associates on concerns
Partners and collaborates with leaders and department heads across the organization to elevate performance, ensure alignment and consistency of clinical and operational strategy with the overall goals of the organization. Partners with funding sources to ensure collaborative relationships, contract adherence, and quality assurance activities
Independently navigates associate relations in compliance with Human Resource guidelines, ensuring departmental consistency
Builds and maintains strong internal and external relationships to support cross-functional collaboration and service excellence
Develops and monitors program budget. Works with pertinent departments to address billing, accounting, human resources, payroll, and other organizational activity and issues
Collaborates with finance leaders to ensure understanding of and operational efficiency through strategic financial planning, budget alignment, and resource optimization to enhance performance and sustainability
Participates in presentations, conference attendance, article reviews, and research projects or initiatives. Remains current regarding new research, current trends and developments in autism, behavior analysis, speech, occupational and physical therapy

Required

Master's degree with a concentration in early childhood education/development, early childhood special education, psychology, speech, occupational or speech therapy, and additionally a directly related human services field
7 years of related professional experience working with children with Autism Spectrum Disorders (ASD), and /or other related developmental disabilities in a multi-disciplinary team setting
7 + years in an advanced leadership capacity managing certified/clinical staff
Experience managing cross-functional teams, strategic partnerships, and clinical operations in a fast-paced, multi-site environment
Strong clinical, administrative, management, and leadership skills
Able to foster teamwork, effective monitoring, motivating, training, and mentoring of staff
Strong interpersonal communication, problem solving, and decision-making skills
Ability to communicate effectively, through oral and written skills, and work cooperatively with a variety of individuals and groups
Able to obtain and maintain a criminal record/fingerprint clearance from the Department of Justice and Federal Bureau of Investigation per Easterseals Southern California (ESSC) and/or program requirements
Ability to travel throughout Southern California with reliable transportation, maintain driving record in compliance with Transportation Safety Standards, and have and maintain proper auto insurance and vehicle registration
Ability to pass a post-offer medical examination and a TB test; and provide proof of required vaccinations or positive titer showing immunity
Must pass all drug testing required by ESSC

Preferred

Ph.D., Ed.D., or clinical doctorate with emphasis in psychology, behavioral analysis, speech occupational physical therapy, or public health administration
Board Certified Behavior Analyst (BCBA). CCC-SLP, or licensed Occupational Therapist, Doctoral-level BCBA, SLP/OT/PT
Experience in delivery and management of behavioral health/clinical services within a multi-site medical model is preferred
Previous experience with network management is required
5-7 years experience with a proven track record in building interdisciplinary relationships to support service delivery
Leadership experience in clinical operations, preferably in a multi-site or networked environment, is also acceptable
