The State of Florida's Department of Health is seeking a Government Operations Consultant II to perform complex administrative and consultative work in the Fiscal Unit of the Bureau of WIC Program Services. Responsibilities
Independently performs complex administrative and consultative work in the Fiscal Unit of the Bureau of WIC Program Services
Responsible for monitoring the financial management processes of local agency operations, assisting in the oversight of the daily operations of the unit, participating in developing program cost projections and coordinating the Bureau’s spending plan and other required budget documents
Conducts an ongoing review of local agency financial management processes including reviewing supporting documentation of the local agency expenditure reports to ensure compliance with federal and state rules, regulations and guidelines
Prepares pre-monitoring reports of a local agency’s financial management compliance
Participates in on-site monitoring reviews when appropriate
Recommends corrective actions to strengthen the program’s fiscal accountability
Tracks and analyzes expenditure patterns to identify trends and recommend best practices or areas needing improvement
Assists in the supervision and oversight of the daily operations of the WIC Fiscal Unit, including reimbursement of daily food costs to the Special Purpose Investment Account (SPIA); receipt, coding, and vouchering of vendor invoices; collection and recording of data for preparation of federal reports for the WIC grant, the Breastfeeding Peer Counseling grant, the WIC Infrastructure grant, the WIC Farmer’s Market Nutrition Program, and the Dietetic Internship Program; identification and notification of cash needs to support program expenditures; billing, receipt, and recording of infant formula rebates; identification, tracking, and correction as necessary of program costs in the accounting system; and reconciling program expenditures and cash draws to the accounting system and the grants system
Tracks, maintains and monitors Federal Grant funds and budget for the Bureau as it pertains to the review and preparation of the Spending Plan and associated reports and activities, ensuring the development of realistic monthly spending projections, to include reconciliation of purchase orders, contracts, and P-card charges when appropriate
Writes and reviews reports, correspondence and other written materials as required
Participates in the development of the state procedures and program plan
Provides technical assistance, training, and guidance to local WIC agencies and other departmental staff through staff training, on-site visits, and correspondence or via the telephone
Works with the Florida Office of the Auditor General, the USDA/FNS Regional Office and other programs or departments as appropriate
Serves on work teams to solve operational and programmatic issues
Serves as backup contract manager as required by Section 287.057(15), Florida Statutes for multiple Bureau contracts including local agency provider contracts and infant formula rebate contract
Qualification
Required
Knowledge of: basic management principles and practices; basic accounting procedures and practices, Florida State Governmental Accounting, contract management principles; methods of data collection and analysis; problem solving techniques; correct spelling, grammar and punctuation; and WIC Program regulations and policies
Skill in: the use of microcomputers and standard software programs including various MS Office programs including Word, Excel, PowerPoint, Outlook; public speaking and communicating technical information at appropriate levels to different audiences
Ability to: understand and apply applicable rules, regulations, policies and procedures; analyze financial transactions and reconcile accounting records; think critically; compile, organize, analyze and evaluate data; organize data into logical format for presentations, reports, documents and other written and audiovisual materials; develop reports, manuals, policies and procedures; review data for accuracy and completeness; formulate standards and procedures; develop objectives, strategies, plans and effectively implement; review and evaluate plans, processes and programs to identify improvements and adjustments needed to ensure program effectiveness and efficiency; implement corrective actions and evaluate the results; present negative findings in an effective manner; conduct basic research; utilize problem solving techniques; provide consultation and expert advice; plan, organize, prioritize and coordinate work assignments to ensure timely completion of quality, accurate work products; communicate effectively, orally and in writing; establish and maintain effective working relationships; and work effectively as part of a group or independently
