Business Analyst

The Texas Department of Family and Protective Services (DFPS) works to build on strengths of families and communities to keep children and vulnerable adults safe. The Business Analyst position involves performing complex computer systems analysis work, supporting various learning systems, and assisting with project level tasks related to software applications and training.

Individual & Family Services

Responsibilities

Provides support via telephone, email, and/or LANDesk type software to train or correct systems problems remotely, including communicating with stakeholders and end users
Supports the agency by resolving incident tickets related to the MOODLE LMS environments; CAPPS and agency reporting systems and VISTA, IMPACT BSL/ASL
Investigates, documents, reports, and tests for systems errors in applications; and recommends and details solutions for systems errors that can be acted upon by programming staff
Negotiates software design goals; provides, exchanges, or verifies information; identifies functional requirements; answers inquiries; addresses issues; and resolves problems
Formulates logical descriptions of system problems and devises optimum solutions; details input and outputs and designs form and write instructions for their use
Designs software matrices of testing conditions and develops testing scripts for all areas within the applications; and executes test plans to determine the usability, reliability and stability of the software and makes a recommendation on the readiness of software for rollout
Performs data corrections upon completing research; and completes work by using application databases and running queries or submitting change requests
Prepares descriptions of technical processes, documents logical designs and system changes, and writes and maintains request/activity logs; and writes content for online help in software applications
Maintains unit operations and perform other duties as assigned, including designing and developing systems related training
Promotes and demonstrates appropriate respect among coworkers and all work-related contacts
Attends work regularly in accordance with agency leave policy

Required

Must have most or all of the following: Knowledge of the limitations and capabilities of computer systems, of the techniques used in the design of nonautomated systems, of information technology equipment, of applicable programming languages, of computer hardware and software, of computer operating systems, of writing program code, and of automated mapping
Skill in coordinating and solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems
Ability to analyze systems and procedures, to write and revise standards and procedures, to communicate effectively, and to supervise the work of others
Skills as a SharePoint administrator to manage file, permissions and work with Power Automate and Workflow development

Preferred

Certifications in information technology, educational technology, instructional design, project management or accessibility is generally preferred
Accessibility certification is preferred
Graduation from an accredited four-year college or university with major coursework in information technology, human resources, business administration or a related field is generally preferred
2 years of experience in user support (Tier 1/Tier 2 preferred) or systems testing and analysis
2 years of experience working with subject matter experts to develop and deliver project documentation or training deliverables preferably in DFPS or state government
2 years of experience with system support, Business Analyst, or project management
2 years of experience with Microsoft Office Suite/Microsoft 365, particularly Excel, Word, Power Point and Access; and Adobe Acrobat Pro
2 years of experience with MS Teams utilization, SharePoint administration, and Power Automate; preferably Workflow development
