Human Resources Specialist 1 or Trainee 1 or Trainee 2
The Office of Addiction Services and Supports is seeking a Human Resources Specialist 1 to provide expertise in the administration of the reasonable accommodation process and perform various human resources functions. The role involves coordinating accommodations, participating in diversity initiatives, and supporting recruitment and staffing services.

Responsibilities
Coordinating the Reasonable Accommodation process, including requesting and reviewing documentation and recommending responses to requests alongside the existing OASAS Designee for Reasonable Accommodations (DRA). Incumbent will communicate regularly with OASAS Division of General Counsel and Risk Management staff
Participate in diversity and inclusion activities, including analyzing workforce data, ensuring equal employment opportunity, etc
May review requests to fill and appointment nominations to ensure equitable application of these processes and may also coordinate requests for information for the Office of Employee Relations
Participate in exam planning and recruitment efforts on behalf of the agency to promote diversity, equity, inclusion and accessibility
Perform generalized human resources activities to support staffing services including activities which consist of recruitment, position classification and compensation, examinations, performance management, out-of-title reviews, contract interpretation, staffing management, decentralized examination scoring, canvassing centralized/decentralized eligible lists, initiating postings, and initiating payroll transactions
Confer with agency program managers and Department of Civil Service representatives on possible actions to meet specific recruitment needs
Draft, or assist with drafting, advertisements and identification of appropriate media to recruit needed candidates
Communicate with potential applicants to resolve pertinent questions on job opportunities
Review status of eligible lists, examination schedules, and existing and anticipated staff requirements to identify critical examination considerations. Confers with agency program managers and Department of Civil Service representatives on possible actions, such as spot recruitment or accelerated examinations to resolve critical needs

Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist 1 if they have six (6) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
An associate's degree can substitute for two (2) years of specialized experience
A bachelor's degree can substitute for four (4) years of experience
A master's degree in a related field can substitute for five (5) years of experience
A doctorate in a related field can substitute for six (6) years of experience
Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist Trainee 1 if they have four (4) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
To be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship
Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist Trainee 2 if they have five (5) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition
To be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 1 year of the traineeship
Candidates from outside or within State Service can be considered for a competitive class appointment if they are reachable on a current Professional Career Opportunities (PCO) eligible list(s)
Appointment from this eligible list would be as a Human Resources Specialist Trainee 1 and to be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship
Candidates within State Service can be considered for a competitive class appointment if they are reachable on the Public Administration Traineeship Transition (PATT) eligible list
Appointment from this eligible list would be as a Human Resources Specialist Trainee 1 and to be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship
Candidates within State Service can be considered for a competitive class appointment if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law
