Data Analysis & Support Specialist (Executive II)
The State of Illinois is seeking a highly skilled and analytical individual to join the Department of Healthcare and Family Services as a Data Analysis & Support Specialist. This role focuses on driving data-informed decision making, analyzing complex datasets, and developing advanced spreadsheets to prepare accurate budget estimates while ensuring compliance with federal and state regulations.

Responsibilities
Under general direction, serves as a Data Analyst and Support Specialist who organizes, plans, and evaluates the statewide Budgetary Analysis Program as it relates to the Illinois Medicaid program
Analyzes Illinois Medicaid Program utilization data maintained in various data management systems to determine budgetary implications for planned program changes, including those resulting from changes to state and federal rules and regulations
Analyzes and interprets state and federal laws, rules, and regulations and coordinates the formulation, development, and implementation of policies to ensure compliance with such
Coordinates the development and implementation of Pharmacy and/or Medical Services policies in accordance with state and federal rules and regulations
Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above
Qualification
Required
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration
Requires two (2) years of responsible administrative experience in a public or business organization
Preferred
A minimum of one (1) year of experience performing complex analyses of state and federal laws, regulations and legislative proposals and summarizing the results for the purpose of formulating policies that are compliant with such
A minimum of one (1) year of experience utilizing Microsoft Excel to create and maintain spreadsheets, including writing complex formulas used to develop estimates of the budgetary impact of program changes
A minimum of one (1) year of experience independently writing queries in Structured Query Language (SQL), used to access data in Database Management Systems
A minimum of one (1) year of experience evaluating the structure and functions of state government and intergovernmental relationships to support policy analysis, program development, and compliance with legislative and regulatory requirements
A minimum of one (1) year of experience with governmental accounting, budget analysis, and statistical methods as they relate to program planning and evaluation
A minimum of one (1) year of experience developing and managing a supportive budgetary analysis program for a public or private organization
A minimum of one (1) year of experience exercising judgement and discretion in developing, implementing, and interpreting policies and procedures for a public or private organization
A minimum of one (1) year of experience fostering collaborative working relationships in a professional environment
