Labor Payroll & Compliance Specialist

Responsibilities

Monitor compliance with prevailing wage standards under the U.S. IRA and applicable Canadian federal and provincial regulations
Audit certified payroll reports, timesheets, apprenticeship participation, and fringe benefit documentation from employees and subcontractors
Prepare and submit prevailing wage compliance packages to external customers in accordance with project-specific requirements and timelines
Maintain accurate logs of submissions, corrections, and follow-ups for audit and quality control purposes
Communicate with project managers, subcontractors, and clients to resolve discrepancies or respond to wage-related inquiries
Stay current on wage rate updates and jurisdictional requirements in both the U.S. and Canada
Assist with due diligence processes related to foreign ownership, control, or influence (FOCI)
Prepare, review, and track CFIUS notices and documentation in coordination with legal counsel
Maintain centralized records of CFIUS submissions, correspondence, and approvals
Support the development and implementation of internal policies and procedures related to foreign investment compliance
Monitor changes in U.S. foreign investment law and assess implications for ongoing projects
Ensure all prevailing wage and CFIUS documentation is organized, complete, and audit-ready
Prepare compliance summaries, reports, and dashboards for stakeholders and leadership
Support internal and external audits and customer-led compliance reviews
Identify recurring issues or process gaps and recommend solutions to improve efficiency and accuracy
Maintain strong documentation and recordkeeping practices to ensure transparency and accountability

Required

Bachelor's degree in Business, Compliance, Public Administration, or a related field (or equivalent experience)
1+ years of experience in labor compliance, payroll auditing, or government contracting
Strong auditing, documentation, and data analysis skills with high attention to detail
Knowledge of prevailing wage concepts, certified payrolls, and apprenticeship tracking
Ability to manage customer-facing compliance communications professionally and accurately
Excellent organizational, time management, and reporting skills
Proficient in Microsoft Excel, document management systems, and labor compliance platforms (e.g., LCPtracker, Elation)
Strong communication, collaboration, and problem-solving abilities

Preferred

Experience with IRA-related wage compliance and/or Canadian prevailing wage laws
Familiarity with CFIUS regulations
