Responsibilities
Directs all phases of programs from inception through completion
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs
Participates in the negotiation of contract and contract changes
Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance
Establishes design concepts, criteria and engineering efforts for product research, development, integration and test
Develops new business or expands the product line with the customer
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications
Directs the work of employees assigned to the program from technical, manufacturing and administrative areas
This position is the on-site New London CT Program Manager for Newport News Shipbuilding Columbia and Virginia Class Submarine programs
This position manages Program, Engineering, Planning and Construction activities for NNS’ assigned modules and delivery hulls
Regularly interface with NNS home departments, Electric Boat, Navy counterparts, Government, and represent NNS during performance/progress reviews
Broad based knowledge of Submarine program processes along with, certification and financial data systems
Full understanding of the entire Design Build Sustain process as well as facilities, personnel resources, and financial commitments
Subcontractor Task Instruction estimating and execution
Material support and Demand Order Feed processing

Qualification
Required
Bachelor's Degree and 8 years of applicable, progressive professional and/or supervisory work experience; Master's Degree and 6 years of relevant experience
One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications: NNS Apprentice School graduate, Navy Nuclear Power School (NNPS) graduate, Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience, Military Paygrade E-5 or above military experience, High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience, High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
