ANALYST II

The Department of Health Care Services (DHCS) is the backbone of California's health care safety net. They are seeking a Budget Analyst to perform complex technical budget work, develop analyses and recommendations regarding the annual budget, and maintain expenditure projections for the Office of Legal Services.

Government Administration

Responsibilities

Perform the more responsible and complex technical budget work associated with the OLS budget and fiscal administrative responsibilities
Serve as a management consultant and develop analysis, alternatives, and recommendations to management regarding the OLS annual budget, fiscal matters, statistical data, forecasts, trends, and budget related issues
Maintain the OLS expenditure projections and budget change proposals (BCPs)
Respond to budget drills, attend meetings, and serve as the liaison between the OLS and the DHCS Fiscal Management Division

Required

Ability to gather, analyze, and interpret data; make sound decisions and recommendations; and reason in a logical manner to resolve issues
Detail oriented with excellent organizational and project management skills
Self-motivated with independence and ability to complete tasks and deliver quality work products
Ability to adapt to shifting priorities and organize day-to-day workload and long-term assignments
Excellent writing skills; and the ability to prepare comprehensive reports, summaries, presentations, correspondence, and other written documents
Excellent attendance, punctuality, and dependability
Knowledge of the State Contracting Manual, State Administrative Manual, and applicable State and Federal laws and regulations
Ability to be diplomatic, service-oriented, and collaborate well with peers, colleagues, and managers; and promote a respectful and cooperative work environment
Ability to communicate (verbal/written) clearly, concisely, and accurately
Proficient in Microsoft Office Word, Excel, and Outlook, and knowledge of Access and SharePoint
Knowledge of state budgetary process is beneficial
