Behavioral Health Facilitator

Responsibilities
Serve as the liaison for Behavioral Health in the County, leading cross-departmental, community, provider, and funder collaboration to advance coordinated system planning to support the Behavioral Health Strategic Plan
Lead implementation and ongoing management of the Behavioral Health Strategic Plan, including partner engagement, progress monitoring, performance measurement, and public reporting of outcomes
Establish and support Behavioral Health governance structures, including advisory committees and workgroups; define roles and protocols; and lead member recruitment, onboarding, training, and facilitation
Coordinate Behavioral Health funding efforts, including convening funders, aligning investments, managing contracts and grant requirements, monitoring expenditures, and ensuring compliance with funding and reporting obligations
Develop, review, and update Behavioral Health policies, procedures, and quality assurance practices to ensure alignment with the BHSP, and applicable local, state, and federal requirements
Accountable for writing and managing behavioral health Memoranda of Understanding (MOU), Health Insurance Privacy and Portability Act (HIPAA) advisories and releases, Business Associate Agreements (BAA), Contracts and Intergovernmental Agreements (IGA). and Requests for Proposal (RFP)
Analyze data, track performance metrics, and conduct or support community needs assessments to identify service gaps, emerging trends, and opportunities for system improvement, including grant writing and associated outcomes
Collaborate with the County Manager’s Office, Human Services, Public Health, and community partners to identify, recommend, and implement system-level process improvements
Represent Pitkin County in regional and interagency Behavioral Health planning bodies, coalitions, boards, and community forums; prepare and deliver presentations, reports, and policy briefings as needed
Provide administrative leadership and support for Behavioral Health initiatives, including participation in training, and cross-departmental, cross-community collaboration. Also supports workforce development through the BHSP)
Participate in Public Health team activities, training, and cross-departmental initiatives
Participates in and supports all Community Health Improvement Plan meetings relevant to mental health and substance use
Serves in a leadership role to demonstrate the County’s commitment to keeping the issue of mental health needs and access to services at the forefront
Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned
Qualification
Required
3+ years of experience as a Supervisor or Lead in a department or function
5+ years progressively responsible experience with Public Health, Human Services, Behavioral Health or related fields (such as Community Organizing and Strategic Leadership), in the areas of facilitation, project management, strategic planning and implementation, and communication
Bachelor's Degree in Public Health, Human Services, or Behavioral Health preferred or equivalent combination of education and experience
Knowledge of leadership and facilitation methods and practices
Knowledge of professional and technical writing methods and practices
Knowledge of project management principles, practices and methods
Knowledge of fiscal and budgetary management and tracking
Knowledge of organizational and community planning
Knowledge of data collection and analysis methods for program improvement
Knowledge of administrative principles and practices to include goal setting and program budget development and implementation
Skill in facilitating diverse groups in working toward a common goal
Skill in communicating effectively both verbally and in writing
Skill in handling multiple tasks simultaneously, under pressure, and in emergency and stressful situations
Skill in working efficiently both independently and as part of a team
Skill in organizing and prioritizing work to meet deadlines
Skill in developing, understanding, interpreting, and communicating policies and procedures
Skill in establishing and maintaining effective working relationships
