Civil Engineer I

The Human Resource Department of Portage County, Ohio is seeking a Civil Engineer I to prepare plans, specifications, and documents for new design and construction projects. Responsibilities

Performs review and analysis of development and right of way project drawings submitted by consultants, public entities, landowners, etc. for acceptable standards within a team review process
Prepares specifications and cost estimates for Portage County Engineer and Township capital improvement projects
Manages and/or assists in the planning, design, and construction of capital improvement projects by coordinating resources and cross functional teams, including outside consultants to meet objectives
Utilizes problem analysis and problem-solving skills, evaluating all feasible alternatives and recommending the best solutions/courses of action to meet current project objectives
Writes engineering reports for proposed and existing facilities
Obtains proposals from consultants or contractors for supplemental services
Conducts preliminary inspections, field measuring, and data collection to assist in plan production for resurfacing and infrastructure replacement projects
Prepares project bid packages and bid evaluations within a team process
Reviews shop drawings for compliance to project and department standards
Provides technical assistance to Road Department including site investigations when requested
Performs other related job functions as needed

Required

Knowledge of safety practices and procedures, department rules, Manual of Uniform Traffic Control Devices
Knowledge of civil engineering practices and procedures
Knowledge of mathematics and the ability to apply it to engineering computations
Knowledge of various construction materials commonly used in the highway and heavy construction fields
Knowledge of highway construction specifications and standards
Knowledge of and ability to read and interpret construction plans and drawings
Knowledge of and ability to follow oral and written instructions
Ability to work independently
Ability to communicate effectively, both orally and in writing
Ability to research and interpret specific laws, rules, and policies
Ability to plan effectively and prioritize and meet deadlines
Must be able to effectively manage multiple tasks and assignments and demonstrate strong organizational skills in a fast-paced work environment
Knowledge of Microsoft Office software such as Excel, Word and PowerPoint

Knowledge of the theory and principles of civil engineering and modern methods and techniques used in design and construction

Ability to make decisions recognizing established engineering practices and procedures; prepare comprehensive technical reports; write and speak effectively
Ability to develop and maintain effective working relationships with associates, government officials, contractors, engineers, property owners, and the general public
