Project Manager - DOE NNSA DNN

The Project Manager will oversee and coordinate all program support activities for the Department of Energy's National Nuclear Security Administration, managing day-to-day operations and supervising contractor staff.

Responsibilities
Serve as the primary point of contact for all contractor personnel
Provide onsite supervision and operational oversight of contractor support team
Coordinate task assignments and ensure timely delivery of work products
Communicate regularly with Contracting Officer’s Representative (COR) and DNN program office designated leads to align support with program priorities
Track performance metrics and submit monthly status reports
Assist in conflict resolution and ensure compliance with contract terms
Support staffing efforts, including onboarding, training, escorting, and performance evaluation of contractor staff
Escort visitors, vendors, and non-cleared personnel within controlled or restricted areas, as required. Escort duties include ensuring compliance with all security protocols, maintaining situational awareness, and coordinating with government personnel to facilitate access in accordance with agency procedures and applicable security regulations
Serve as Harkcon’s on-site representative, ensuring contractor staff adhere to company policies, standards, and values
Provide leadership and supervision to Harkcon personnel, including mentoring, performance management, and support for professional development
Coordinate with Harkcon corporate leadership, human resources, contracts, security, and finance teams to support effective contract execution
Support staffing and workforce management efforts, including recruiting, onboarding, retention, and personnel issue resolution
Ensure compliance with Harkcon internal policies and procedures, including HR, security, ethics, and quality requirements
Provide internal reporting to Harkcon leadership on staffing, performance, risks, and operational issues
Identify and escalate risks or issues impacting contract performance or workforce stability and recommend mitigation strategies
Support contract management and business development activities, including recompete and transition planning, as required
Safeguard company property, resources, and proprietary information
Qualification
Required
Bachelor's degree
5+ years of experience in program/project management, business management, or contract management
DOE Q clearance (Top Secret acceptable)
Demonstrated leadership and communication skills
Preferred
PMP (Desired)
