Airport Operations Supervisor

The City of Boise is hiring for an Airport Operations Supervisor at the Boise Airport. This position oversees daily airport operations, supervises a team of Airport Operations Specialists, and ensures compliance with FAA and TSA regulations while maintaining a safe and efficient airport environment.

Responsibilities

Performs the full range of duties (with appropriate managerial review), including hiring, evaluating, promoting, and assigning duties; correcting inappropriate actions or behavior through communication and coaching, initiating discipline or termination as needed; and overseeing employees or a group. Performs the tasks of subordinate employees, as needed
Acts as the primary Incident Commander for winter operations. Manages a variety of specialty programs to ensure the airport complies with regulations. Performs airfield and airport property inspections to ensure the airport maintains FAR 139 certification compliance. Reports airport and airfield conditions. Inspects runways, taxiways, unpaved areas and airfield markings/signs/lighting. Responds to all emergency and medical incidents at the City of Boise Airport. Interacts with victims, emergency responders and witnesses. Completes appropriate reports
Monitors and enforces Transportation Security Administration (TSA) 49 CFR Part 1542, Airport Security regulations and Federal Aviation Regulation (FAR) Part 139. Ensures compliance with TSA 1542 through the airport terminal and perimeter security inspections and takes appropriate enforcement actions. Monitors movement and airport access through security access tracking software and responds to all alarms. Monitors and controls multi-faceted enhanced Closed Caption Television (CCTV) and access control systems using computer software
Monitors local and regional weather patterns. Reports field conditions during winter operations. Monitors airport movement and non-movement areas for Foreign Object Debris (FOD). Issues proper Notices to Airmen (NOTAMS). Conducts wildlife mitigation efforts on and around the Boise Airport, using various methods
Oversees the operations department providing customer service and lost and found services to all airport patrons. Provides assistance and guidance for airlines and airport vendors
Operates and monitors a multi-channel, county-wide two-way radio system to communicate airport functions and emergencies on and around the airport. Operates and/or monitors flight information displays, weather displays, runway surface sensor displays, fire detection systems and emergency notifications. Operates computer terminals using applicable software
Assists the airport credentialing office in personnel working and operating within the Boise Airport. Provides security and airport drivers/familiarization training to employees, tenants and others as outlined in TSA 1542 and FAR 139.Communicates with airfield maintenance to arrange for the proper equipment needed. Writes and helps maintain standard operating procedures for the airport operations department

Required

Bachelor's degree in airport management, business, public administration or a related field and three years of experience in airport operations or administration, including demonstrated experience conducting FAR 139 airfield inspections and supervising employees, or an equivalent combination of education and/or experience
Must complete movement area driver certification within 45 days of hire
Knowledge of: Airport and airline operations and security, theory, systems and design
Knowledge of: Federal, state and local laws, operations and regulations regarding airport management
Knowledge of: Policies and procedures related to the operations of a certified commercial airport
Knowledge of: Basic aviation and airport control procedures sufficient to provide safe coordination of various areas of the airport and aircraft
Knowledge of: Firearm use, pyrotechnics and animal traps
Knowledge of: Computer usage including related software
Ability to: Prepare clear, accurate, concise and comprehensive oral and written reports
Ability to: Prioritize work and relay information during emergencies
Ability to: Make quick decisions and adopt and/or modify established practices and procedures to irregular operations
Ability to: Accomplish multiple tasks accurately with frequent interruptions
Ability to: Interpret regulations, policies and procedures
Ability to: Communicate effectively in the English language at a level necessary for efficient job performance
Ability to: Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation
Individuals must be capable of operating vehicles safely and have an acceptable driving record
Valid state-issued driver's license
Ability to utilize firearms and pyrotechnics
Applicants must be able to pass: City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Drug Free Workplace: In accordance with the City of Boise Drug Free Workplace Regulation, this position is designated as safety sensitive and is subject to testing requirements including Post Offer Applicant Testing, Random Testing, Reasonable Suspicion, Post - Accident, etc. Applicants will be required to submit to screening for illegal drug use prior to hire. Appointment to this position is contingent upon a negative pre-employment drug test
This position is required to qualify and maintain qualification standards to carry firearms

Preferred

Four years of experience conducting FAA FAR 139 and TSA 1542 Compliance Inspections or experience as a pilot, crew member, flight dispatcher or military experience and two years in a supervisory role
Advanced American Association of Airport Executives (AAAE) training/credentials such as ACE (Airport Certified Employee) certificates or CM (Certified Member) and FEMA NIMS 100, 200, 300, 400, 700 and 800 Certification
