Water Resources Analyst I/II or Water Resources Administrator

NEOGOV is seeking to enhance its Water Efficiency Team as part of the City of Thornton's efforts. The Water Resources Analyst I/II or Water Resources Administrator will provide technical and analytical support related to water rights and resources, implement the Water Efficiency Plan, and promote customer-centric water savings programs.

Responsibilities

Collects, analyzes and interprets technical data through field and office research, including the examination and interpretation of water use records, water rights records, property records, Water Court decrees and stipulations
Provides scientific research and technical support in litigation efforts in the retention and acquisition of water rights and resources
Prepares reports, memoranda, and correspondence regarding water resource issues
Develops and maintains complete water accounting records associated with city water rights
Manages water use to meet demand and to comply with decree requirements
Develops reports to demonstrate trends in water usage
Produces various reports, spreadsheet projections, monthly and yearly statistical analyses, technical charts, graphs, and maps for submittal to the State Engineers Office and other parties as required
Assists in implementing effluent leasing, share leasing, and share purchase programs
Assists in managing operation of ditch companies; investigates discrepancies in water leases, shares and water rights
Performs field inspections and conducts hydrologic analyses on water basins, including wells, rivers, lakes, reservoirs and ditches
Monitors users' activity within watersheds
Collects and manages hydrologic data, including groundwater and surface water quality, groundwater levels and discharge rates, and surface water levels and discharge rates
Designs and maintains database applications using queries, forms, reports and macros for monitoring and tracking technical and legal data; interprets and enters data into databases
Develops spreadsheet applications for water resources accounting and hydrologic analysis; interprets and enters water diversion data into spreadsheet applications
Utilizes various water resources evaluation tools, including water rights models, operational models, and water supply projections
Tracks division budget expenditures on operating and capital improvement projects; monitors accounts and pays invoices
Coordinates and operates the city’s raw water supply system
Assists in the management of the city’s water rights portfolio including acquisition, development and protection of water rights and resources
Implements the city’s water conservation program, including the development, implementation and assessment of water conservation programs
Designs and implements irrigation efficiency and landscape programs and policies to ensure long-term water savings on city-owned properties and for Thornton water customers
Provides customer service and manages landscape conversion programs
Conducts an inventory and analysis of water usage for irrigation accounts
Develops and monitors water budgets
Monitors and maintains records of past and present water usage and expenditures
Develops and implements irrigation system malfunction/leak response programs
Identifies properties and irrigation accounts to target
Reviews and makes recommendations for city standards and specifications and City Development Code
Reviews irrigation plans for new city-owned and outside city developments
Coordinates landscape maintenance at city-owned water-wise demonstration gardens
Develops proactive programs to assist school districts and homeowner associations with water budgets, efficiency improvements, and landscape conversions
Develops programs that ensure industry best practices are used by contractors that work in Thornton
Prepares and produces reports, memoranda, correspondence, articles, spreadsheets, projections, monthly and yearly statistical analysis, technical charts, graphs, maps and articles regarding the city water rights, raw water operations, water conservation efforts, and related projects
Reviews water basin activities related to the development of water rights
Reviews and prepares engineering and operational analyses and documents and provides analysis of the city’s or other entities’ water rights
Reviews plans for subdivisions and annexations and determines raw water requirements and potential impact to city and ditch company facilities
Assists with the review of plans for subdivisions and annexations, and determination of raw water requirements and potential impact to city and ditch company facilities
Assists the city in litigation efforts in the retention and acquisition of water rights and resources
Researches, analyzes and makes recommendations on water rights applications and Water Court resumes
Assists in the negotiation of water-related agreements and Water Court case settlements
Works with various entities to fulfill contractual and other commitments to which the city is obligated
Researches, interprets and compiles water usage information and water rights information, including agreements, decrees and stipulations
Coordinates with other city departments on water conservation, raw water operations, and other water-related activities
Works with legal and engineering consultants in litigation, water development and water conservation
Plans and directs work of legal and engineering consultants
Represents the city on boards as assigned
Represents the division at city meetings and at meetings with other municipalities and area water providers
May be required to work overtime as needed
Performs other duties as assigned

Required

Bachelor's degree in a natural science, horticulture, or related field from an accredited college or university; one year of experience in a water resources technical position
Bachelor's degree in a natural science, horticulture, or related field from an accredited college or university; three years of progressively responsible experience in water resources, preferably in municipal government
Bachelor's degree in natural science, horticulture, or related field from an accredited college or university; five years' experience in water resources management
Valid Colorado driver's license with a safe driving record
Knowledge of the policies, procedures and goals of the city of Thornton and the department
Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the department
Knowledge of the principles and practices of hydrologic science and/or horticulture
Knowledge of raw water storage and delivery systems
Knowledge of data collection and statistical analysis methods
Knowledge of practices and principles of irrigation, horticulture, and landscape architecture
Knowledge of the use and maintenance of materials, tools and equipment used in horticulture
Knowledge of the western plant material including identification, growth characteristics and water requirements
Knowledge of soils to include soil types, analysis, infiltration rates and other soil properties
Knowledge of irrigation systems
Skill in working effectively with details and with detailed information on a regular basis
Skill in conducting irrigation system audits
Skill in repairing or upgrading irrigation system components
Skill in programming large property irrigation controllers to include web-based systems and two wire systems
Skill in reading and understanding blueprints
Ability to analyze, evaluate, and organize legal and technical data, and to convey technical information in a clear and understandable manner
Ability to interpret technical manuals and instructions and to apply general instructions or concepts
Ability to operate standard office equipment, computer equipment and software including word processing, database management, spreadsheet applications and electronic mail
Ability to listen well and communicate effectively orally and in writing with various audiences
Ability to establish and maintain effective working relationships with employees, managers, other city departments, consultants, and community members
