Responsibilities
Provides daily leadership, supervision, and operational support for two statewide recovery programs within OPAR
Assigns work, guides staff performance, conducts reviews, and ensures consistent application of laws, rules, and policies
Oversee unit workflows and data reporting, support strategic planning and continuous improvement efforts, and collaborate with internal and external partners
Resolves complex cases, recommends policy or process improvements, and ensures technical systems and procedures support effective program operations
Qualification
Required
A valid driver's license and acceptable driving record are required for this position
Four Years of lead work, supervision, or progressively related experience; OR one year of related experience and a bachelor's degree in a related field
Ability to guide, support, and hold staff accountable while maintaining a positive, inclusive, and productive team environment
Ability to understand diverse perspectives, respond with empathy, and ensure equitable treatment in all interactions and decisions
Ability to organize work, balance competing demands, and make timely decisions to keep unit operations moving efficiently
Ability to read, interpret, and apply complex requirements—core to EAU and PIL operations
Ability to communicate clearly, build strong relationships, and work effectively with staff, partners, and external interested parties
Experience evaluating complex situations, identifying issues, and developing effective solutions that support program integrity
Ability to de-escalate difficult situations and negotiate fair, effective outcomes, especially in sensitive or high-stakes cases

This is a Hybrid work condition, mandatory 1 day in the office per week, rest remote
Normal office working conditions. There may be frequent walking short distances, bending, stooping, and lifting associated with files, file drawers, and archive boxes
Lifts files, boxed files, and other materials that weigh up to 25 lbs
Occasional climbing of three step ladder
Travel may be required occasionally throughout the state to provide training, provide testimony, or inspect estate property
May occasionally encounter hostile or emotionally upset individuals
Also, there is frequent use of PCs and software, copier and fax machine, cell phone with voicemail
Frequent person to person and telephonic contact with public
May encounter hostile and angry individuals
If selected as a finalist, we will conduct a criminal history and background check
Adverse criminal history or background check may lead to disqualification
The Oregon Department of Human Services does not offer visa sponsorship
Within three days of hire, you will be required to complete the US Department of Homeland Security's I-9 form confirming authorization to work in the United States
