Responsibilities

Provides industry oversight of McNeil Island Stewardship Marine Shops
Responsible for assigned McNeil Island Stewardship Marine Shops
Develops decision documents for change in business practices, equipment, or establishment of new staffing and/or industries
Monitors and ensures program sustainability on the sale of Cl products to ensure full cost recovery with margins to cover reinvestment
Work in collaboration with internal and external stakeholders on product offerings, vendor communication, and new product development
Coaches, trains and mentors all direct reports in regard to personnel issues, forecasting, asset management, products, sales strategies, and customer service
Resolves concerns and complaints with internal and external stakeholders. Provides supervision and accountability to direct and indirect reports within the organizational chain
Develops, documents, and collaborates with stakeholders on policy revision, standard operating procedure development/revision, and/or process improvements
Responsible for the review and approval of annual forecasts in collaboration with internal stakeholders representing Cl 's various lines of business
Ensures decisions and assigned direct reports are adhering to the appropriate Collective Bargaining Agreement, DOC Policies and Operational Memorandums
Provides regular updates and information as needed for Cl Advisory Committee and/or other requests for reports
Oversees and manages contracts as needed related to assigned areas of responsibility
Completes workplace investigations as assigned by the Appointing Authority
May service as a backup to the MIS General Manager in times of absence
This position reports to the MIS General Manager. It is responsible for the management oversight and leadership of the incarcerated individuals work training programs managed by Correctional Industries located at the McNeil Island Stewardship
This Position influences and impacts statewide policy and procedures and/or operations. Provides direction for assuring the efficiency, consistency, and accountability of operations, programs, and services
Direction given and decisions made by this position impact the viability of the work programs and training of incarcerated individuals, which increase the likelihood of successful reentry into the community. If programs fail to provide products and/or services that do meet the communicated promise and/or values, the product and the program could fail. This failure could result in a loss of revenue, which could mean a loss of training opportunities for incarcerated individuals, loss of civilian jobs, and the potential closure of Cl operations. Additionally, this position regularly makes financial decisions impacting the department
Marine Operations Manager must function within the legislatively approved appropriation by controlling operational expenses for direct and indirect costs associated with managing all areas supervised and is directly responsible for ensuring compliance with applicable policies and procedures while effectively managing institutional relationships
As the Marine Operations Manager, this position ensures that all departments within Cl Operations at The McNeil Island Stewardship have the correct staffing models and overtime control and is responsible for ensuring services are completed in a timely and safe manner
Manage day-to-day onsite organizational issues, safety and security requirements, personnel, memorandums of agreement, and applicable regulations. Provides recommendations for equipment purchases, construction etc., and ensures that security and safety concerns, and incarcerated workers issues are brought to the attention of the MIS General Manager
This position analyzes, implements, and monitors policy changes that can potentially impact budget and external environments. Policy effects include the success of the agency mission, implementation of new legislation and evidence-based goals, as well as statewide impacts over critical business functions. Manages multiple priorities that include project planning, scope management, cost and risk management, and process improvement initiatives. Collaborates across internal and external teams and ensures vision and execution of strategy are clearly communicated. Failure to properly lead the organization's initiatives and oversee operations can lead to deficient business decisions and lost revenue. This position develops and implements project development strategies for related policies that impact Cl operations. Failure to properly implement project strategies could negatively impact the Cl mission and strategic goals
Monitors timelines, project estimates, and technical issues, Defines and negotiates parameters with stakeholders as necessary. The Marine Operations Manager manages the overall operations of Correctional Industries in the Marine division to include procurement approvals of up to $5,000. Develops and implements local operational directives that comply with collective bargaining agreements and policies. Works closely with a diverse team of varied qualifications, expertise, and backgrounds, as well as with institutional leaders to ensure operational needs are met
Effective and responsible management of the Cl MIS Marine Department and site budgets in coordination with Cl Headquarters Financial Services and the Assistant Director
Coordinates timely and effective communication with Operations and Brand Managers to develop operating budgets, detailed forecasts, and planned raw materials and equipment purchases
Equipment purchases and capital improvements exceeding $5,000 require the appropriate Assistant Director's approval
Meet the forecasted gross profit and contribution margins, manage budget forecasts by controlling operational expenses for direct and indirect costs of goods and services, personnel costs, investments in capital assets, and tenant improvements. Responsible for ensuring compliance with agency policies and procedures and managing institutional relations. Communicates regularly with Financial Services and Assistant Director on forecast changes and market trends
Responsible for developing Cost Business Analyses (CBAs) for asset purchases. Sponsors and/or develops. Decision Documents to propose when proposing new business operations, training opportunities and strategies

Required

High School Diploma or GED equivalent
At least three (3) years of budget administration and development
At least three (3) years of experience in progressively responsible management/supervisory position

Preferred

Valid USCG license/credentials to operate inspected passenger vessels up to 100 gross tons
Valid radar observer endorsement
Current Transportation Workers Identification Credential (TWIC) or ability to obtain a TWIC within 30-days of hire
In-depth knowledge of USCG, Homeland Security and Department of Ecology regulations
Strong interpersonal communication, collaboration and analytical skills
Proficient computer skills using Microsoft Word, Excel, and Outlook
Accredited bachelor's degree in business administration or similarly related field from a recognized U.S Department of Education, or the Council for Higher Education Accreditation (CHEA) or foreign equivalent
Five (5) years of experience monitoring and managing contracted providers/services
Five (5) or more years of management experience in the marine industry
Two (2) years of experience managing a large budget and/or profit and loss
