Intelligence Community Chief Information Security Officer (CISO) and SECURITY COORDINATION CENTER

Responsibilities
Lead, develop, and maintain an overarching and comprehensive information security program for the integrated IC IE as the primary duty
Serve as the IC's focal point for whole-of-government cybersecurity initiatives, coordinating across the IC to deliver a comprehensive response to directives, memorandums and other taskings from IC, Department of Defense (DoD), and Federal leaders
Serve as the Director of the IC SCC, the IC's FCC, in its mission to lead the integrated defense of the IC IE in accordance with the authority and direction of the ODNI
Ensure cybersecurity situational awareness across the IC and larger FCC ecosystem during steady-and disrupted state of operations
Lead the IC's coordinated incident response during major cyber events on behalf of the IC CIO and DNI, in accordance with the DNI's responsibilities under National Security Act of 1947, Presidential Policy Directive-41 and other authorities
Perform duties associated with improving the effectiveness and success of the IC information security program and the safeguarding of (a) information collected or maintained by or on behalf of IC elements; and (b) information systems used or operated by or on behalf of an IC element or by a contractor of an IC element
Chair the IC's information security risk management governance body and report regularly to senior forums to set priorities and measure progress
Lead a Group within the Office of the Intelligence Community Chief Information Officer (IC CIO) with the mission and resources to support and perform the IC information security responsibilities of the IC CIO to include managing and overseeing the Independent Validation Authority for the IC
Serve as an Authorizing Official or Delegated Authorizing Official for Services of Common Concern or Community Shared Resources, if so appointed
Represent the IC in Federal Government and international partner safeguarding initiatives
Perform all duties associated with the IC Public Key Infrastructure Policy Management Authority
Lead the development and implementation of the ODNI Strategic Plan; oversee the build-out and execution of the plan by coordinating Mission and Vision Statements, Core Values, Goals and Objectives, and Integrated Initiatives; specifically, provide overarching guidance to the team and coordinate all phases of the effort with ODNI senior leadership at key decision points
Assist the IC Chief Financial Officer, as requested, in evaluating IC element performance plans, including budget, staffing, and training, necessary to implement the IC element's information security program or their responsibilities within the IC information security program
Qualification
Required
Bachelors Degree
Must be a U.S. Citizen residing in the United States
Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation
Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration
A two-year trial period is required for all new permanent appointments to the ODNI
Recognized expert as a cybersecurity leader in the area of policy and planning, security engineering, systems analysis, network services, cloud computing, data management, and Internet services
Proven leadership ability and business acumen, capable of developing effective integration strategies, building coalitions, and driving change to improve operations within large, complex organizations
Expertise in the methods and practices of government policy, planning, investment, and performance management
Knowledge of the US IC and DoD, to include prior cybersecurity leadership at one or more of the IC elements
Expert executive skills in the development, analysis, coordination, implementation and communication of large-scale, cross-cutting information technology and sharing practices and procedures
Leadership and management skills in planning, recruiting, developing, managing, and directing multidisciplinary teams
Exceptional interpersonal skills to work effectively with internal and external leaders and to coordinate, network, and communicate across the IC
