Program Manager - Department of Psychiatry

Responsibilities

Oversee all fiscal aspects of subawards and contracts, and responsible for compliance with UF, Federal, and State laws and regulations
Review all contracts, subaward requests for proposals and provide all necessary information to appropriate UF Central offices to facilitate risk assessment and prior approvals
Develop and publish RFPs for eligible programs (e.g., summer programs, charter schools, micro-credential development)
Coordinate peer review processes for proposal evaluation
Ensure compliance with SB112 programmatic guidelines
Ensure effective management of financial, administrative and contractual documents and maintain documentation of grant applications, scoring, and award decisions
Monitor progress toward and timely completion of contract/award deliverables and outcomes
Review subaward financial reports and ensure that financial reporting is in compliance with UF, Federal, and State terms, conditions and regulations
Develop and maintain systems for program expenditure monitoring and tracking
Conduct site visits to assess program implementation
Provide technical assistance to grantees on programmatic reporting
Work with the UF CAN Director to ensure concurrence between financial and technical reporting
Work with appropriate University of Florida centralized offices to ensure that financial management and reporting is in compliance with Federal, State, and UF’s requirements
Contribute quarterly, biannual and annual financial reports and non-scheduled reports requested by oversight bodies for submission by the appropriate office
Support the Coordinating Center in compiling statewide performance data
Recommend improvements to program design and implementation and respond to audits and financial questions
Orient subawardees and staff to program policies and procedures through development and delivery of subawardee onboarding sessions
Liaise with regional hubs, CARD centers, school districts, and nonprofit organizations
Facilitate collaboration between grantees and state/local agencies
Represent the UF Center for Autism and Neurodevelopment (UF CAN) grant program at public meetings and conferences

Required

A bachelor's degree in an appropriate area of specialization and five years of appropriate experience; or an equivalent combination of education and experience

Preferred

At least five years of financial or grant management within educational institutions or health systems is strongly preferred
Demonstrated experience in allocating grant funds to subawardees and key stakeholders is strongly preferred
Experience in financial management of projects funded by external donors or state agencies is considered an asset
Demonstrated experience and skills in developing and managing large and complex budgets
Strong analytical, oral and written communication & interpersonal skills
Experience with UF systems and fund accounting
Knowledge of and experience with university and state regulations regarding fiscal and budget matters and grants administration
