Responsibilities

Assists in planning and coordinating the workload of the Construction Branch (CB). Organizes work into specific units and sets priorities, preparing schedules and monitoring suspense dates. Reviews new missions and recommends resource and manpower adjustments
Assigns work to subordinate offices based on priorities and capabilities. Provides guidance on technical matters and ensures work is completed on time and meets quality standards
Manages personnel actions, including approving awards, selecting staff, and handling grievances. Reviews disciplinary actions and ensures compliance with Equal Employment Opportunity (EEO) and affirmative action programs
Serves as a technical expert, providing authoritative advice and troubleshooting complex engineering problems. Evaluates design elements and coordinates with other engineers to resolve conflicts, delays, and challenges
Resolves critical or controversial design and construction issues, sometimes requiring negotiation with agencies and contractors. Provides engineering expertise in addressing construction challenges
Performs QA functions, ensuring that projects meet established standards and resolving issues with A-E firms. Provides technical guidance during the construction phase to address quality concerns
Acts as the district-level technical expert, resolving complex design and construction issues and representing the District in negotiations related to construction contracts and design conflicts
Serves as an alternate member of the District Architect-Engineer Selection Board, reviewing and assessing the capabilities of firms offering professional services to the District
Represents the District as an expert witness during contractual claims hearings, assisting in preparing the Government’s case and testifying on civil, mechanical, and electrical engineering aspects
Conducts temporary duty (TDY) trips to projects within the district to resolve engineering problems, conduct field investigations, and perform site visits. Ensures compliance with engineering and construction requirements through direct field oversight

Required

Degree in Engineering (Civil, Mechanical, Electrical, or a related discipline) from an accredited institution, or a combination of education and experience equivalent to a professional engineering degree
At least one year of specialized experience at the GS-12 level or equivalent, which includes leading and managing construction projects of varying sizes and complexity, including military, civil works, environmental remediation, and energy-related projects
Experience with contract administration, including overseeing construction contracts, dealing with change orders, and handling disputes
Technical supervision and guidance to project engineers and other technical staff
Serving as a technical expert during design and construction phases, providing solutions to complex engineering problems
Ensuring compliance with safety, environmental, and quality assurance regulations in large-scale construction projects
Experience reviewing and coordinating project designs, contract modifications, and cost estimates
All positions require the applicant to be a citizen of the United States
Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment
A trial or probationary period may be required

This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time
This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possession of operate vehicles
Professional Engineer: The duties of this position require the incumbent to possess and maintain a license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories
Must be able to acquire Administrative Contracting Officer (ACO) authority within six months of being hired, if not already held
