The Office of the New York State Comptroller is seeking a Human Resources Specialist 1 (Labor Relations) to provide expert advice on employee-related concerns and manage the disciplinary process. Responsibilities
Provide accurate advice and expertise to managers and supervisors on employee related concerns
Investigate potential misconduct and administer the disciplinary process per union contracts and Civil Service Law
Administer the Agency grievance and performance evaluation appeal processes
Process medical examination referrals to Employee Health Services
Have a working knowledge of New York State (NYS) Time & Attendance Rules, applicable NYS and Agency Policies, and Performance Evaluation Manual procedures
Qualification
Required
A bachelor's degree or higher; OR
An associate's degree AND two (2) years of qualifying experience
Four (4) years of qualifying experience
A master's degree or higher; OR
A bachelor's degree AND one (1) year of qualifying experience
An associate's degree AND three (3) years of qualifying experience
Five (5) years of qualifying experience
A doctorate; OR
A master's degree AND one (1) year of qualifying experience
A bachelor's degree AND two (2) years of qualifying experience
An associate's degree AND four (4) years of qualifying experience
Six (6) years of qualifying experience
Directing the implementation of collective bargaining agreements
Representing a company in negotiations
Directing or participating in labor management committees
Providing expert advice and assistance to program managers and supervisors in disciplinary matters
Reviewing and evaluating policies and procedures
Working knowledge of the principles and practices of personnel administration, particularly as practiced under the provisions of the New York State Civil Service Law and Rules
Working knowledge of organizational principles
Working knowledge of pertinent provisions of New York State Civil Service Law and Rules, the Attendance Rules, and applicable agency rules, regulations and directives governing the personnel function in assigned area(s)
Ability to establish rapport with agency staff and colleagues
General knowledge of investigative tools and techniques
Possesses an attention to detail
Ability to organize and analyze facts, and to draw logical conclusions
Ability to identify and resolve personnel problems
Ability to communicate orally and in writing for the purpose of explaining and supporting personnel requests, recommendations, and actions
Working knowledge of contractual agreements covering agency employees and of pertinent grievance and disciplinary procedures
Ability to effectively supervise and coordinate the efforts of others
