HRD Specialist 13 - PDB / MCOLES / Budget & Career Development Section
NEOGOV is part of the State of Michigan, seeking an HRD Specialist responsible for the validity and reliability of performance assessment instruments. The role includes constructing assessment tools, interpreting statistical data, and ensuring training aligns with national standards.

Responsibilities
Constructing and reviewing the assessment instruments
Interpreting statistical outputs for item bias and ambiguity
Conducting applied psychometric research and independent statistical analyses
Coordinating work progress among professional psychometricians, Commission staff, and independent contractors to ensure fair and valid interpretation of behavioral outcomes and test scores
Supervising the work of all assessment contractors
Reviewing curriculum and standards development to ensure that there is no negative impact upon the validity of any Commission performance assessment instrument
Ensuring job-relatedness by maintaining the interconnectivity among job task analysis, training specifications, the basic training curriculum, continuing professional education (CPE) requirements, employment standards, and testing
Ensuring that training and assessment align with national professional standards and state and local best practices
Performing all duties in a bias free manner
Qualification
Required
Possession of a bachelor's degree in any major
Four years of professional experience equivalent to a Human Resources Developer, including two years equivalent to a Human Resources Developer P11 or one year equivalent to a Human Resources Developer 12
This position requires passing a pre-employment screening, including passing a drug screen, criminal history background check, and a fingerprint check by the Michigan State Police
