The consultant will collaborate closely with a cross-functional Agile team and work under the direction of Virginia Department of Taxation management.

Responsibilities
Analyze, support, and maintain existing PowerBuilder applications supporting tax and revenue systems
Design, develop, and enhance PowerBuilder applications (version 12.5 or higher)
Participate in detailed design, architecture discussions, and requirements sessions
Collaborate with business analysts, team leads, and other development teams
Support application lifecycle management using Azure DevOps / TFS
Work both independently and collaboratively within an Agile/Scrum environment
Ensure code quality, maintainability, and adherence to development standards
Qualification
Required
Must be a U.S. Citizen or Green Card Holder (no EADs)
Onsite required 3–4 days per week
7+ years of hands-on experience developing PowerBuilder applications (PowerBuilder 12.5 or higher)
7+ years of experience with relational databases such as Oracle 19c or higher, MySQL, or similar
5+ years of experience designing and developing clear, maintainable code
5+ years of experience using Azure DevOps / Team Foundation Server for version control and ALM
2+ years of experience working in an Agile/Scrum environment
Strong written and verbal communication skills
Ability to work independently as well as in a team-oriented environment
Detail-oriented, results-driven mindset with strong analytical skills
Preferred
Local Richmond, VA candidates preferred due to onsite requirements
Experience designing, developing, and maintaining tax processing or revenue management systems
Product or functional knowledge of the IRMS system
