Capital Project Manager II
The City of Portland is seeking a Capital Project Manager II for the Bureau of Environmental Services. This role involves providing direction and coordination on the construction management of various wastewater treatment and capital improvement projects, ensuring progress from bidding to turnover.

Responsibilities
Provide leadership, direction, and coordination on a variety of wastewater treatment, pump station, collection system, and non-process facility capital improvement projects
Plan and manage all aspects of assigned project construction activities, cost, schedule, quality, and functionality of automated equipment systems
Collaborate with contractors, engineering staff, planning staff, other City bureaus, and partner agencies
Qualification
Required
Experience with construction management, including submittal reviews, answering RFIs, managing progress payments, preparing change orders for time and costs, and reviewing critical path schedules
Experience reviewing and interpreting design plans and specifications for the construction of multi-discipline projects such as civil, structural, architectural, mechanical, plumbing, and/or electrical
Experience communicating clearly, logically, and persuasively, both verbally and in writing, including preparing clear and concise responses to technical requests, in email and in letters
Experience managing multiple concurrent projects while exercising sound, independent judgment in managing priorities, within established guidelines
Demonstrated ability to establish and maintain effective working relationships with a diverse workforce and community
High school diploma or GED
Five (5) years of progressively responsible experience in construction, construction management, project management, architecture, engineering or related experience
Preferred
A bachelor's degree or professional certification in construction management, project management, business administration, or a related field is preferred but not required
Veteran's Preference documents (e.g., DD214-Member 4, VA Benefit Letter) must be submitted by the closing date
Update: As of March 3, 2025, if you have already submitted veteran documents and qualified for preference, you do not need to resubmit them for future recruitments
