Management Analyst 5

Responsibilities
Responding to requests from the research project teams in a responsive, accurate, and timely manner to include:
Independently developing and preparing analysis and recommending data and business rules that support data needs, summaries, and reports
Working with stakeholders to establish data sources, data requirements, analysis plans, timelines, and deliverables
Ensuring appropriate documentation of project, including purpose, design, timeline, data sources, counting rules, program code, and associated products (update as needed)
Building custom datasets using Statistical Analysis System (SAS)/Structure Query Language (SQL) programming and test program/code to ensure accuracy, and document program or code as to logic and reasoning for program design
Facilitating logistics for on-site in-person qualitative interviews by the research project team, including travel to prison facilities located across Washington State
Coordinating the administration of study surveys to incarcerated individuals
Coordinating the establishment and management of the Patient Care Advisory Board (PCAB)

Qualification
Required
Master's degree in public administration, public health, sociology, criminal justice, social work, social sciences, or a relevant field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation or a foreign equivalent
Three (3) years of experience working with SAS (or equivalent statistical software) and/or structured query language (Microsoft SQL or equivalent) to respond and complete research and/or policy related inquiries and tasks
OR
Bachelor's degree in public administration, public health, sociology, criminal justice, social work, social sciences, or a relevant field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation or a foreign equivalent
Five (5) years of experience working with SAS (or equivalent statistical software) and/or structured query language (Microsoft SQL or equivalent) to respond and complete research and/or policy related inquiries and tasks
OR
High school diploma or equivalent
Nine (9) or more years of experience working with SAS (or equivalent statistical software) and/or structured query language (Microsoft SQL or equivalent) to respond and complete research and/or policy related inquiries and tasks
One (1) year of experience as a Management Analyst 4 may be substituted for one (1) year of either education or SAS (or equivalent statistical software) experience
One (1) year or more of experience coordinating project activities that included working with stakeholders, board members, project participants, and/or committees
Intermediate skill level in Microsoft Word, Excel, and Outlook
A solid knowledge of project management principles, tools and techniques for translating information into the logical nexus between organizational goals and activities
Able to explain complex or technical information using plain language, ask clarifying questions, and clearly and concisely emphasize key points
Able to work in a fast-paced environment with tight deadlines and a high degree of political sensitivity
Able to work independently and as part of a team
Preferred
One (1) year or more of contracts management experience
Excellent oral and written communication skills
Strong analytical skills: Demonstrates critical and applied quantitative and qualitative statistical analytic skills
Able to break down, sort, and synthesize information; identify key messages and central themes; form accurate conclusions about the meaning of the information; display through clear charts and graphics; and develop appropriate action steps and recommendations
Demonstrates ability to combine data from multiple data sources in an accurate and efficient manner
Demonstrates advanced degree of skill in SAS, SQL, or an equivalent programming language
Systemic thinking: Demonstrates ability to identify opportunities for improving and streamlining work processes beyond specific assignment, focuses on outcomes, takes calculated risks
Able to embrace challenges in new and creative ways
Comprehends and can explain the purpose(s) of a particular project and how it relates to the agency's goals and priorities
Able to convey how business rules relate to counting rules
Customer focus: Builds and maintains internal and external customer satisfaction with the services offered by RDA

Knowledge of corrections or criminal justice practices and research
