Responsibilities

Assist the Water Operations Manager and Assistant Water Operations Manager in the development and implementation of goals, objectives, policies and priorities of the Ag Water Department
Analyze and evaluate methods to measure water operations effectiveness, performance and efficiency of operation. Suggest new methodologies to improve work output and products
Assist in the preparation of progress reports on various operational activities
Coordinate and direct, through the DSOs, the operations of the irrigation and Supervisory Control and Data Acquisition (SCADA) systems to ensure that water delivery requirements are met
Direct and supervise DSOs involved in monitoring, operation, diversion and delivery of irrigation water to member agencies and customers through the District’s delivery system
Coordinate, direct and supervise DSOs involved with controlling, ordering and allocating of water equitably in the District’s canal system in order to meet current and future water use throughout the District’s service area
Confer with water users regarding irrigation practices and procedures
Assist in overseeing and coordinating activities of division operations personnel to assist water users in applying efficient irrigation methods in order to reduce and control surface runoff
Utilize the application of computer technology to monitor, control, collect and analyze water flow data and water duty
Assist in the compilation, updating and preparation of various reports and records, maintenance of files, and reviews other related data for accuracy
Provide training of personnel in the performance of assigned duties while using safe work practices
Assist the Support Services Department with coordination and scheduling of all necessary construction, maintenance, repair and replacement of water operation facilities to minimize impacts to District constituents
Evaluate employee job performance and recommend personnel actions to the Water Operations Manager and Assistant Water Operations Manager such as promotions, merit increases and disciplinary actions
Working with water users and DSOs, monitor, evaluate, discuss, resolve and record situations involving waste of water and excessive use of spills and pumps
Inspect canals, ditches, conduits, pipelines, control and side gates, trash grates, weir structures, and such to insure proper operating conditions and settings by DSOs
Supervise, train, evaluate, and document work performance of supervised DSOs
Develop management tools necessary to assure that the essential duties of assigned DSOs are being performed according to District rules
Compile crop and water use reports, spill charts and pump records to assess the potential for improvement to District operations
Monitor all diversion points on a regular basis
Assist the Water Operations Manager and Assistant Water Operations Manager in identifying and ascertaining needed repairs to District facilities and information required for the preparation of associated cost estimates
Routinely monitor the canal systems of supervised DSOs and ensure that they are coordinating irrigation flows, drainage runoff, reclamation/lift discharges and deep well water with the irrigation flows therein to maximize system efficiency without excessive use of pumps and without causing abnormal delay to impacted irrigators
Operate assigned vehicle using safe driving practices
Communicate in English, both orally and in writing, over a phone and in person-to-person situations
Monitor the activities and performance of District constituents and DSOs to ensure compliance with District policies, rules and regulations
Work hours outside of normal business hours and on weekends and holidays
Ensure that the unauthorized actions of others and that waste of water situations do not result in delays to the delivery of water to District constituents
Supervise and manage storm water and other permitted pumping, agricultural and/or industrial discharge water
Supervise and/or assist in coordination of the repair of pipelines, laterals, gates, drops, and other irrigation works of the District and their appurtenances
Inspect construction work sites to insure compliance with District standards and use of safe work practices
Perform other related duties as required and assigned
Apprise the Water Operations Manager and Assistant Water Operations Manager of the need to meet major expenses for machinery, supplies, and material purchases
Apprise the Water Operations Manager and Assistant Water Operations Manager of personnel and irrigator problems, work inconsistencies, and scheduling delays

Required

Graduation from high school or the equivalent, resulting in the award of a high school diploma or General Education Development (GED)
Knowledge of principles and practices of supervision; principles and practices as applied to water management, storage, distribution, irrigation and drainage system; SCADA; electronic technology applicable to water monitoring, distribution and irrigation operations; irrigation practices; water requirements for crops; gravity open flow systems; low head pipeline operations; water measurement techniques; record keeping practices; safe work practices; State of California Water Codes as applied to irrigation systems; methods of professional research and study; and preparation of written reports and correspondence
Ability to supervise, organize, coordinate and control, through subordinates of the Water Operations Department and in cooperation with SCADA staff; work without direct supervision; exercise sound judgment in coordinating the safety of personnel during emergencies; read, understand and implement the District Rules and Regulations Governing the Distribution of Water and the Rules and Regulations Establishing the Essential Duties of DSOs; maintain effective relations with various agency representatives and District employees; train, supervise, and evaluate personnel; keep accurate records; plan future operational requirements; communicate effectively in English in writing, over the phone and in person or in small groups; make oral presentations and prepare written reports; understand and assist in the enforcement of safety rules and regulations and work safety; be prompt and regular in attendance; and work courteously and cooperatively with District employees, public and private agency representatives, landowners, water users and the general public; work under inclement weather conditions
A valid driver license issued by the State of California, Department of Motor Vehicles is required
Ability to proficiently use software that is on a Windows based platform utilizing Microsoft Word, Excel and Access Spreadsheets
Ability to use the Internet and email is also a required proficiency component of the job
Ability to read, analyze, and interpret common scientific and technical journals, construction plans, specifications and legal documents
Ability to respond to inquiries or complaints from customers, regulatory agencies, or members of the business community
Ability to write speeches for presentations that conform to prescribed style and format
Ability to effectively present information to the Board of Directors, District managers, public advocacy groups, landowners, water users, public and/or private agency representatives, and the general public
Ability to apply mathematical concepts such as arithmetic, measures and weights, ratios, rates, proportions, percentages, exponents, practical algebra, permutations, and geometry
Ability to apply mathematical operations to daily tasks including but not limited to frequency, duration, allocation, distribution, area, volume, flow measurement, etc
Ability to define problems, collect data, establish facts, and draw valid conclusions
Ability to interpret a variety of technical instructions in mathematical or diagram form
Some travel by air or land transportation outside of the service area to allow for field visits, training or observation of construction projects, water operations and supervisory techniques in other similar and/or applicable environments and organizations
Must provide two forms of identification for proof of citizenship
Possession of an appropriate valid California Driver License, and a good motor vehicle driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) years duration
The driving record will not contribute to an increase in the District's automobile insurance rates
A Department of Motor Vehicles 'Drivers Record Information' printout will be required at the time of hire
Pass a chemical and physical examination upon the offer of employment but prior to the time of hire

Preferred

Two (2) years of increasingly responsible experience pertaining to irrigation of crops, methods of water distribution, and irrigation water scheduling and delivery is preferred
Experience and familiarity with irrigation water conservation methods and programs, general rules and regulations of the State and/or other regulatory authority with respect to the operation of an irrigation system, and general rules and regulations with respect to the management and direction of employees supervised within a governmental agency
Residing within the boundaries of the District is preferred in order to provide timely responses to emergencies and in order to minimize District communication and vehicle costs
