Compliance and Privacy Officer

Allegheny County is seeking a Compliance and Privacy Officer who will ensure that Kane Community Living Centers comply with federal, state, and local regulations. The role involves developing and implementing compliance programs, conducting audits, and overseeing the Medical Records department.

Government Administration

Responsibilities

Develops and implements policies and standard operating procedures to ensure an effective compliance program, privacy program, and code of conduct throughout the organization
Reports on a regular basis to the governing body, Executive Director, and Compliance Committee on the status of current compliance programs and the facility’s vulnerability to fraud, abuse, and waste
Creates an annual compliance work plan and implements ad hoc projects identified in the annual compliance work plan
Investigates alleged corporate compliance violations and assists in the development and implementation of corrective action plans with the assistance of Legal Counsel
Collaborates with various departments to prepare for government inspections, implements corrective action plans, and complies with audit work plans
Audits and surveys records to identify potential areas of compliance vulnerability
Meets with federal, state, and local officials to validate corporate compliance program
Maintains local manuals and policy directives that govern compliance programs, such as the CMS and HIPAA program manuals
Develops, facilitates, and participates in multifaceted training programs and informational sessions with families, independent contractors, and the public regarding compliance programs and initiatives
Coordinates with Human Resources to ensure that appropriate reviews are conducted as required by federal and state law
Oversees and manages the Medical Records department; supervises one direct report
Functions as the HIPAA Privacy Officer for Kane Community Living Centers and participates in various regional center committees
Performs other duties as requested or required

Required

Bachelor's Degree in Nursing, Healthcare Administration, or a related degree AND three (3) years of compliance and medical records experience in a healthcare, hospital, or long-term care facility, or an equivalent combination of education, experience, and training is acceptable
Successful completion of a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position
Knowledge of federal, state, and local laws and regulations relating to the operation and administration of long-term care facilities, including the applicable life safety codes
Knowledge of Social Security, HIPAA, CMS, Medicaid, and Medicare requirements
Knowledge of principles and practices of supervision
Knowledge of long-term care business processes and systems
Skill in Microsoft Office Suite
Skill in electronic health records
Ability to establish and maintain effective working relationships with coworkers, County officials, residents, their family members, and the general public
Ability to plan and implement policies, programs, and procedures related to corporate compliance, privacy, and related areas
Ability to investigate compliance issues and work with the residents within a long-term care facility
Ability to analyze and interpret federal, state, and local laws and regulations regarding the operation of long-term care facilities
Ability to communicate professionally and effectively, both orally and in writing
Ability to manage multiple and competing priorities and projects
Residency in Allegheny County within 1 year
