Financial Analyst I, II
The State of Utah is seeking a Financial Analyst I or II to support financial programs within the Division of Water Rights. This role involves managing vendor accounts, processing payments, and ensuring financial compliance while assisting with employee training and procurement needs.

Responsibilities
Prepare documents and makes payments in the state accounting system
Ensure financial compliance with federal and state laws, regulations, and department rules, policies, standards and practices
Report findings and make recommendations
Research and review financial records, transactions, and documentation
Process Cash Receipts
Handle payment history changes
Reviews fiscal transactions to ensure integrity, accuracy and control of data
Manage vendor setup, maintain vendor accounts, and process payments in the state accounting system
Assist with employee training and compliance initiatives, including travel and P-card management
Support program managers with procurement and purchasing needs
Read, interpret, maintain and analyze income statements
Qualification
Required
Two years of accounting or related study, accounting and/or finance experience
Maintain and prepare financial reports and documentation
Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions
Ability to make a decision and solve problems by using logic to identify key facts, explore alternatives and propose quality solutions
Can effectively communicate in writing and verbally
Work with people in a manner that shows sensitivity, tact, and professionalism
Intermediate skills and experience using Microsoft Excel
The ability to read and understand information and ideas presented in writing
The ability to communicate information and ideas in speaking and writing so others will understand
The ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events)
The ability to concentrate on a task over a period of time without being distracted
Preferred
Preference may be given to current State employees
Preference may be given to candidates with an education in finance, accounting, or a related field or at least 2 years of progressively responsible experience in a work-related field
Preference may be given to those with excellent analytical skills and Advanced Excel knowledge and experience
3 years of experience working in accounting or finance or at least 2 years of higher education in Accounting or Finance
Ability to use automated accounting systems and/or financial computer systems
