Damco Solutions is seeking a Lead WIC Business Analyst to provide direction to assigned staff and collaborate with both technical and non-technical teams. This role involves creating and implementing project plans, managing project milestones, and documenting system requirements for the WIC MIS system.

Responsibilities

Develops, manages, and implements the WIC MIS requirements documentation project plan

Coordinates all project activities, including reviewing the current MIS, translating current MIS functionality into usable system requirements, gathering and documenting business needs and system requirements, and performing a gap analysis of existing system documentation against federal, state and program requirements

Utilizes project management methodologies to develop a plan for the creation and documentation of business requirements for the existing WIC MOSAIC system, ensuring accuracy and effective communication with leadership and relevant stakeholders. (40%)

Provides support, direction and guidance to team members in analyzing current systems and supporting documentation to develop business requirements and conducting a gap analysis of existing system functionality documentation against current documentation and program requirements. (25%)

Develops expertise and assist team members in developing expertise in the assigned application, obtain stakeholder sign-off on requirements and priorities, (20%)

Collaborates daily with team members to monitor progress, proactively identify issues, and report status. (10%)

Required

10 years of Business analysis experience, including requirements elicitation and documentation

10 years of required knowledge of Project Management Framework

10 years of required knowledge of large-scale IT operations and information technology industry trends

10 years of required skill in defining all types of requirements, functional specifications, and other deliverables

10 years of required skill in interpersonal relationships, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel

10 Required Ability to create clear, complete, and actionable requirements documentation

10 years required ability to ensure accuracy in documenting system functionality and regulatory requirements

8 year of experience in interpersonal relationships, negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel

5 years of minimum experience in working with government regulations or compliance frameworks

5 year minimum experience in project management

5 year of experience in leading a team or workgroup

4 year graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field

Preferred

5 year preferred experience in policy interpretation and translating regulations into system requirements

4 year preferred experience in requirements elicitation techniques such as reviewing current MIS functionality and translating into requirements

2 year preferred experience with gathering management information system requirements at a large organization

2 year preferred experience in creating solicitation or contract requirements

1 year preferred experience in PMI-PBA or IIBA CBAP
